About the Organization:

The Unlimited Friends Association (UFA) for Community Development is a social, developmental, and charitable institution. Its idea originated in 2000 due to its sense of social, educational, and developmental responsibility toward the Palestinian family. After executing and achieving several community activities, the association expanded and developed its idea until it was officially recognized in 2003 under the Charitable Associations and Civil Institutions Law No. (1) of 2000 and its executive regulations.

Position: WASH and Shelter Program Coordinator
Job Duration: Six months, renewable
Start Date: January 1, 2025
Location: Al-Zawayda, UFA Office (Educational Center)

Staff Reporting to this Position: WASH and Shelter Program Staff

Job Summary: The main responsibility of the WASH and Shelter Program Coordinator is to ensure the smooth operation of the project, timely completion, and adherence to the budget. Duties typically involve planning specific parts of projects, monitoring progress, coordinating meetings, and supervising team members.

Key Responsibilities:

  • Technical and Managerial Oversight: Provide technical, administrative, and supervisory oversight for water, sanitation, hygiene, and shelter projects.
  • Achievement of Program Goals: Ensure all program objectives are achieved in line with contracts with donors, consistent with the overall program approach, and ensure integration with other program activities.
  • Resource Availability: Ensure all resources (technical, financial, human) are available to implement various WASH and shelter projects according to implementation plans.
  • Design and Documentation Review: Review designs and plans for WASH and shelter activities to ensure adherence to international best practices, humanitarian standards, and compliance with donor policies and local authorities' regulations.
  • Procurement and Material Supervision: Review technical documents such as tenders, bills of quantities, procurement, and oversee the purchasing and delivery of materials and equipment to ensure compliance with donor policies and procedures.
  • Team Coordination: Work with the WASH and shelter team, ensuring strong supervision of all contractors to ensure project implementation meets high-quality standards and is in accordance with designs, policies, procedures, and timelines.
  • Work Plans and Guidance: Ensure detailed work plans are prepared and provide necessary guidance and support to the team for timely and high-quality activity implementation.
  • Field Visits and Stakeholder Engagement: Conduct regular field visits to review work progress, organize project review sessions, and engage beneficiaries and stakeholders to identify emerging needs, gaps, and priorities. Communicate findings to the Program Manager for continuous improvement.
  • MEAL System Support: Support the MEAL team in implementing monitoring and evaluation systems to track project progress, capture impact, and make necessary adjustments to work plans.
  • Budgeting: Contribute to preparing WASH and shelter budgets based on field data and actual costs incurred during activity implementation.
  • Donor Reporting: Write comprehensive concept notes, proposals, mid-term and final reports, and any other relevant documents for grants and contracts, ensuring compliance with donor requirements.
  • High-Quality Reporting: Supervise the preparation of high-quality narrative reports for donors regarding WASH, hygiene, and shelter activities.
  • Weekly and Monthly Reporting: Prepare weekly activity plans and monthly reports.
  • Project Management Skills: Demonstrate strong project management skills, ensuring deadlines are met and plans are clearly interpreted and followed.
  • Communication and Organizational Skills: Possess excellent communication skills and the ability to manage tasks and time effectively.
  • Risk Management and Quality Assurance: Familiar with risk management systems and quality assurance monitoring.
  • Microsoft Project Skills: Proficient in using Microsoft Project and Microsoft Planner for project management.

Performance Indicators for Results Evaluation:

  • Achieving all strategic program and execution plan indicators, including:
    • Financial indicators: such as actual expenditure vs. planned, grant size, etc.
    • Impact indicators as stated in the program document.
    • Addressing internal and external audit observations.
    • Number and quality of successfully implemented program initiatives and developmental ideas.
    • Number of project proposals developed and accepted by the Resource Development Department and submitted to donors.
    • Number of media materials (success stories, news reports, etc.) about program interventions published on the organization’s websites.
    • Data accuracy for program projects in the computerized management system and closing projects on time.
    • Timely submission of donor reports, donor satisfaction with project quality and reports, and renewal of support to the organization.
    • Adherence to the organization’s policies and communication channels.
    • Role in developing team skills under supervision.

Job Requirements

Skills and Experience Required:

Education: A university degree, at least a Bachelor’s degree in Civil Engineering or related engineering fields.

Experience: At least 3 years of experience in project management and coordination.

Skills:

    • Ability to work in challenging conditions and under pressure.
    • Proficiency in Microsoft Project and Microsoft Planner.
    • Experience in managing WASH, shelter, or similar humanitarian programs.
    • Knowledge of policies, frameworks, and laws related to protection, PSEA, and safeguarding.
    • Experience in risk management.
    • Experience in report writing in both Arabic and English.
    • Strong communication, team building, and leadership skills.
    • Experience in budgeting and financial management.

Information Technology Skills:

  • Good knowledge of resource management systems and project management tools.

Languages:

  • Excellent communication and presentation skills in both Arabic and English (written and spoken).
