About our Country Program/ Regional Programs

Relief International was operational in OPT starting in 2007, and after entering hibernation period in 2017, has recently reactivated its operations at the end of 2023. Relief International is currently building its response to the current and evolving situation in both Gaza and the West Bank through both a direct implementation and partnership approach. Relief International’s programming in OPT follows Relief International’s global strategy with Health as a central focus with components linked to our work in Health through the sectors of WASH, Protection, Education and Livelihoods. The context in OPT is extremely dynamic and requires focus on nexus programming that brings together both humanitarian service delivery combined with systems strengthening and longer-term programming.

Job Profile

The WASH Coordinator will support the Program Manager in relation to implementing WASH interventions in RI’s programs inside Gaza, which are primarily about securing minimal WASH services to partner facilities. This includes liaising with the implementing partners on assessing needs, identifying priorities, drafting technical documents, reporting, creating purchase orders, administrative and monitoring issues. WASH package for facilities is composed by hardware interventions, such as rehabilitation and construction of WASH facilities, as well as software activities such as hygiene and infection prevention control procedures, such as making sure IPC protocols can be proficiently implemented on a daily.

Over the course of the project the WASH Coordinator may have to undertake others and additional tasks according to the evolution of the fluid situation in Gaza, these may entails coordinating for WASH and Nutrition activities and WASH services for IDPs and communities affected by the conflict.

Key responsibilities

 Program Management and Implementation

  • Lead the implementation (by coordinating, supervising, and supporting the implementing partner or directly engage in activities) of all WASH-related activities under the supervision of the program manager, in coordination with partners and other RI departments.
  • Conduct assessments of rehabilitation and construction for supported facilities and related facilities in coordination with relevant partners and stakeholders
  • Prepare BoQs for rehabilitation, construction, and maintenance works for the supported facilities in coordination with the Program Manager and partner focal points
  • Undertake continuous analysis of the WASH situation in the field and identify program priorities and opportunities via technical assessments and gap analysis

 Monitoring, Evaluation, and Reporting

  • Regular monitoring of the WASH in supported facilities and ensure quality implementation of IPC protocols through contact with the Program Manager and the Global WASH Director.
  • Under the supervision of the Program Manager, contribute to monitoring, evaluating, and documenting progress of WASH program implementation against indicators and provide summarized weekly reports, including implementation progress, challenges, and identified needs/support.
  • Participate and assist in ensuring the quality control of WASH services, consumables, items, and material in the supported facilities and other WASH activities, and the implementation of protocols.

WASH Procurement and Stock Management

  • Conceive, draft, and/or validate technical designs and tender documentation, ensuring the timely development of project documentation for tenders, procurement, and supplies of materials, items, and consumables.
  • Work and coordinate closely with supply chain department and programs team to ensure that stock levels are sufficient for WASH activities (weekly, monthly, or quarterly) and procurement plans are timely and adequately drafted.
  • Submission of purchase requests and purchase orders related to the WASH projects/activities.
  • Review data against consumption rates and advise the PM and budget holders accordingly.

 Coordination and Representation

  • In coordination with the program manager and relevant partner staff, participate in developing technical guidelines, management tools, and positioning documents related to WASH projects and activities.
  • Coordinate with internal and external stakeholders as the RI focal point for WASH-related projects and activities with support from the program manager, including participating in WASH clusters, meetings, and working groups to identify areas for coordination and collaboration.
  • Provide inputs and formulation for new project proposals and/or concept notes and participate in the preparation of draft project documents with a focus on ensuring the integration of WASH in the projects’ design and activities.
  • Assist, if necessary, the Program Manager in preparing MoUs, coordinating with other partners, and translating the required data.

Skills, knowledge and expertise required for the role.

Essential criteria

  • At least five years’ work experience in the implementation and management of WASH programs for Health Care Facilities in reputable organizations
  • Good written and oral English skills, including proofreading. Must be able to draft clear emails and reports.
  • Experience in project management, monitoring and evaluation.
  • Must be able to function effectively in a fluid, loosely structured, but complex work environment and to set appropriate priorities and deal effectively with numerous requirements.
  • Must be able to work independently, with minimum supervision, within the context of a larger team.
  • Strong coordination skills; flexibility, adaptability, and strong facilitation and interpersonal skills.
  • Ability to work under pressure and adhere to strict deadlines.
  • Analytical and problem solving skills.
  • Cross-cultural awareness and sensitivity to cultural differences.
  • Ability to understand and address gender- related challenges within the beneficiary groups.

Desirable criteria

  • Experience and understanding of key donors’ policies, guidelines and strategies; e.g. USAID, BHA, ECHO, FDCO and UN agencies.
  • Capacity to represent and enhance visibility of RI and to work in collaboration with local authorities, including SMOH.
  • Vast experience in the implementation of WASH in emergencies
