WASH Engineering Officer

40 hrs per week – Fixed Term (renewal subject to funds)
Estimated start date: ASAP
Based in Gaza


Purpose of the job:

To work in a WASH programme team ensuring that all water, sanitation, and hygiene (WaSH) service provision. Construction works are completed to the agreed specifications and within the agreed project timeframes. Ensure maintenance of built facilities for the duration of the contract. Meanwhile to response to the WASH needs for vulnerable people and communities affected by conflicts ensuring that WASH activities are well maintained within the agreed timeframes and will be delivered in a high quality level.

Key Responsibilities and Accountabilities

Project Implementation (60% of the time)

-    To liaise closely with the Public Health Team throughout the planning, design, and implementation stages of the WASH Engineering Programme.
-    To report regularly, verbally and in writing to the WaSH Manager and to represent Oxfam to other NGO’s, and agencies where requested.
-    To order equipment from Oxfam’s Procurement Department as required.
-    Provide proper technical support to ongoing WASH activities and projects, also enhance the technical capacity of partners’ staff through effective monitoring and learning mechanisms.
-    Prepare Tender documents including BoQs, drawings and ToRs for the proposed construction and Engineering WASH activities, work closely with the procurement team to prepare and review the tendering documents along the whole process.
-    Design and review civil/ mechanical works for WASH facilities in addition to supervise the construction and infrastructure/water works in the field.
-    Support the WASH Program in developing project work plans, budgeting, and indicators setting, and identifying project critical pathways and milestones.
-    Support the Saving Lives gender officer to ensure that all programmes take gender issues fully into account. This includes the introduction of mechanisms to enable women to participate in decision making around public health engineering issues.
-    Identify and supervise technical resources needed to complete the assigned scope of work. Review work done, quality, and ensure the project stays within assigned schedule and cost targets.
-    With the WASH Manager, establish systems and controls for daily site checks and documentation
-    With the guidance of the WASH Manager, ensure that health and safety monitoring is incorporated into all daily site supervision activities.
-    Create and maintain a good relationship with the implementing partners and construction workers and sub-contractors
-    Produce noncompliance reports, establish a database and contribute to the close out of non-conformance
-    Ensure that daily site supervision is in line with agreed specifications and method statements, with comprehensive documentation of supervision activities. Ensure a photographic diary is maintained.
-    Build the capacity of partners’ field staff to conduct the assessment and capacity building programs for targeted groups under the WASH activities (eg. Local committees, farmers, water suppliers, etc.)
-    To be familiar with and abide by Oxfam relevant logistical and financial procedures. Also to liaise with Oxfam support functions (Finance, Logistics, and HR) regarding support to ongoing activities and partners.

MEAL Practice (10%)

-    Work closely with the saving lives MEAL officer to supervise the implementation of monitoring and evaluation practices in line with the Common Approach to Monitoring and Social Accountability (CAMSA) for all WASH projects.
-    Set out procedures, dimensional engineering drawings, and site supervision procedures in the coordination with WASH team to ensure an effective delivery of engineering activities.

Program Development (10%)

-    Support the WASH program in developing information management system and effective feedback mechanisms.
-    Support the Gender officer to develop plans to ensure that gender is well mainstreamed in the WASH humanitarian interventions to enhance the role of women in Water and Sanitation national decisions.
-    Demonstrate innovative and applicable solutions/ideas for water and sanitation in poorly-served community in Gaza.
-    As one of the emergency response team, participate in setting response plans and contingency planning. Also support the humanitarian coordinator upon request in design and implementation of humanitarian activities.
-    Work with WASH team to develop a good presentation for WASH activities and to document the success stories during projects achievement.

Coordination and Reporting (20%)

-    Effectively participate in the WASH and OXFAM internal meetings.
-    Participate in external coordination meetings as requested especially for coordination and communication with water authorities and municipalities as well as WASH partner meeting.
-    Prepare regular internal reports on project implementation and ensures that effective actions are taken on time.
-    Support the WASH manager in following up and provide inputs to the WASH researches and reports, to ensure meeting the requirements with maximum quality.
-    Support the line manager effectively in proposal writing and donor reporting, taking into consideration the guidelines and standards of Oxfam along with donors.
-    Any task reasonably assigned to you by your line manager or designated person related to your field of expertise.

Technical Skills, Experience & Knowledge

Essential

-    It is desirable that you are, Civil, or Water Engineering degree qualified (or other relevant qualification) and have a strong background in professional working experience with ideally in implementing WASH interventions/construction including WASH facilities and public health promotion works, Experience could substitute for a formal qualification, but not vice versa
-    Over 4 years of proven relevant experience as a Civil, /Water engineering.
-    Proven experience in the construction and rehabilitation of water desalination, water wells and wastewater treatment plants as well as Civil and electrometrical elements
-    Proven experience in data analysis, information management and reporting
-    Efficient team working skills is essential.
-    Team and site project management experience.
-    The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations. Diplomacy, tact and administrative skills in order to work with people at managerial and, on occasions possibly senior government levels.
-    Open and clear communication style, the capacity to be assertive
-    Respect to high diversity in the team and good interpersonal skills
-    Ability of working with local partners and an understanding of community-based and gender-sensitive approaches to water and sanitation work.
-    Anticipates problems and regularly provides solutions.
-    The ability to manage and supervise partners, consultants, and contractors 
-    Ability to work well as a member of a team under rapidly changing circumstances, heavy workload, and wide-ranging roles and responsibilities E.g.in the case of emergency or/and internal transitions
-    Ability to work in the field in potentially contentious situations with local community leaders and partners and draw on local knowledge and respect the local culture
-    Ability of understanding of Relief & Development Issues.
-    The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations. Diplomacy, tact and administrative skills in order to work with people.
-    Fluency in Arabic, spoken & written. Good spoken and written English is essential.
-    Proficiency in Microsoft office, MS project, and AutoCAD.
-    Sympathy with the aims and objectives of Oxfam.

Desirable

-    Knowledge of other sectors – food security, livelihoods, policy and advocacy
-    Ability to work on own initiative and as part of a team
-    Good skills in using MS Office and data analysis tools
-    Commitment to the beliefs, aims and objectives of Oxfam
-    Demonstrated experience of integrating gender into programming.

Salary

The employee will be contracted by Oxfam with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. Salary range 92,826 – 117,180 ILS gross per annum, for a 40 hour contract. Salary offered will be subject to funding available and competences.
