WASH Engineering Officer
40 hrs per week – 1 Year- Fixed Term Contract

Based in Gaza

Purpose of the job: 

To work in the WASH programme team ensuring that all water, sanitation and hygiene ( WASH) service provision. Construction works are completed to the agreed specifications and within the agreed project timeframes. Ensure maintenance of built facilities for the duration of the contract. Meanwhile to response to the WASH needs for vulnerable people and communities affected by conflicts ensuring that WASH activities are well maintained within the agreed timeframes and will be delivered in a high quality level.

Job Requirements

Technical Skills, Experience & Knowledge

Essential

  •  Hydrological, Electromechanical, Water Engineering or Civil degree qualified (Bachelor's  is minim and Master's degree is maximum) and professional experience in implementing WASH interventions/ construction at HH and community levels including public and private WASH facilities. Experience could substitute for a formal qualification, but not vice versa
  • Cumulative experience of 5 years with at least 2 years proven experience in WASH engineering.
  • Proven experience in project management, monitoring and evaluation working in international or local NGOs.
  • Ability of working with local partners and an understanding of community-based and gender-sensitive approaches in water and sanitation work. 
  • Proven experience in data analysis, information management and reporting.
  • Good experience in developing of consultancy services ToRs.
  • Team and site project management experience. 
  • Anticipates problems and regularly provides solutions.
  • Ability to manage and supervise partners, consultants and contractors  
  • Ability to work well as a member of a team under rapidly changing circumstances, heavy workload, and wide-ranging roles and responsibilities E.g.in  the case of emergency or/and internal transitions 
  • Ability to work in the field in potentially contentious situations with local community leaders and partners and draw on local knowledge and respect the local culture 
  • Fluency in Arabic, spoken & written. Very Good spoken and written English is essential.

Desirable

  • Knowledge of other sectors – food security, livelihoods, policy and advocacy 
  • High competences in coordination and communications
  • Experience on integrating gender into programming.
  • Ability to work on own initiative and as part of a team
  • Good skills in using MS Office and data analysis tools.

Salary

The employee will be contracted by Oxfam with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. Salary range 92,826 – 117,180 ILS gross per annum, for a 40 hour contract. Salary offered will be subject to funding available and competences.
