Job Purpose Summary
The WASH Officer shall work under the programmatic management of the WASH Coordinator (WC) Shelter and WASH Program Manager (PM) has an overview role to fulfill the objectives of the Norwegian Refugee Council (NRC) WASH team. WASH Officer is responsible for collecting and analyzing data specific to WASH project criteria. This includes organizing and supervising the TFAs (technical field assistants) in the field, checking and approving the relevant documents. Following this, to supervise the project process and ensure that the work meets NRC's standards.
Key Responsibilities
Assist in conducting of technical assessments in line with NRC’s project criteria, in order to meet objectives and needs (from the technical aspect) of WASH intervention such as assessment of the drinking water (production and distribution of desalinated water, developing contingency plans ad water safety plans in WASH vulnerable communities to have access to safe drinking water in emergency)
Conduction field meetings either with community leaders, women, men and produce reporting according to defined activity.
Assist in technical WASH input in project design, implementation and reporting
Assist in the preparation of proposals and other report documents
Assist the creation of data management processes (including designing, entry, analysis, interpretation, reporting and dissemination) and keep accurate data of all the project information and ensure that all files are complete.
Report daily and on weekly basis to the line manager.
Ensure and promote efficient and cost-effective use of NRC’s assets and resources in order to maximize funding to beneficiaries
Carry out any other duties as agreed with the line manager.
Assist in Monitoring, evaluation and suggest changes and improvements in programme and materials based on observations discussions and lessons learned with line manager.
Prepare BOQ’s for tendering and support accountable selection of contactors
Site supervision of contactors in case of water or sewage network construction/repair.
Communicate, exchange information and co-operate with relevant external actors as approved by the WASH Coordinator
Contribute to the development of NRC’s strategy, action plan and activities plan and priorities for the WASH programme
Qualifications and Competences
Academic and Professional Qualifications
-Ordinary National Bachelor / Technical in relevant field (WASH related Engineering or Public Health),
Relevant Experience
Minimum 3 years of proven field experience in relevant field
Knowledge, Skills & Personal Attributes
WASH/Public health technical knowledge and experience
Openness and creative thinking toward private water sector development.
Good knowledge of Municipalities situation and willing to assist them
Good understanding of the WASH situation in the Gaza Strip.
Good knowledge of the WASH stakeholders in the Gaza Strip
Ability to manage and resolve personal conflicts
High context communication skills
Willing to work during emergency and managing work pressure
Respect to diversity and ability to work within international community.
Gender sensitivity and ability to reflect women and girls needs on programmatic design.
Flexibility and adaptability.
Strong organizational and team working skills
Good cultural awareness and sensitivity
Highly approachable, trustworthy and confidential
High ability to use EXCEL in data analysis and presentation. Other software programs like SPSS is added value
Very Good English Language level
Knowledge of the NGO operations and the dynamics of the humanitarian sector
