Action Against Hunger (AAH) is a humanitarian, non-governmental, non-political, non-denominational and non-profit making organization working in the Palestinian Territory since 2002.

Action Against Hunger is recruiting for its Hebron office a

                                         Water, Sanitation and Hygiene (WASH) Project Officer

For 6 months commencing upon signature of the project contract.

The candidate will be responsible on the following objectives and tasks:

Objective 1: Project Coordination

  • Coordinate with duty bearers, beneficiaries, and key stakeholders to define appropriate technical designs.
  • Prepare preliminary technical design layouts and share them with relevant stakeholders. 

Objective 2:  Project design, implementation and evaluation

  • Prepare the technical design for sewer and water networks and relevant WASH activities including:
  1. Technical drawings.
  2. Technical specifications and BoQs.
  3. Cost estimation.
  4. Technical annexes related to the bid documents.
  • Participate in preparing detailed technical design for other proposed activities using engineering software programs and prepare technical detailed drawings and specifications.
  • Implement the following: Beneficiary selection, field works, trainings, tenders’ preparations, community organization and all related works.
  • Follow up implementation of activities through community’s direct methodology when required and provide technical advice and feedback to the community during implementation as needed.
  • Conduct regular monitoring site visits to ensure that work is implemented according to the design.
  • Provide technical assistance to beneficiaries and counterparts when needed.
  • Have the activity preliminary handover done with contractor and relative stakeholders.
  • Participate in the design and implementation of technical surveys or any other project identification study in collaboration and coordination with the Engineering Pool Manager.
  • Participate in data collection for Monitoring and Evaluation of results and objectives indicators.
  • Participate in contractor’s evaluations and provide technical recommendations on technical capacity needed and implemented methodology.
  • Support the technical team and provide technical recommendations and alternative technical solutions when needed.

Objective 3: Reporting 

  • Participate in writing technical documents related to design and implementation technical activities (Terms of Reference (ToRs), technical studies or surveys, tender reports, Memorandum of Understanding (MoU), announcements, technical evaluation).
  • Write internal regular reports.
  • Write minutes with conclusions, recommendations and action points resulting from meetings or field visits, to be shared with relevant colleagues and partners.

Job Requirements

Profile of the Candidate:

  • Bachelor’s degree in Civil engineering or any related Engineering field.
  • Construction and rehabilitation of WASH projects.
  • Proven experience in waste-water treatment plant (WWTP).
  • Minimum 2 years’ of experience in designing implementing, and supervision of WASH projects (especially the design of water and sewer networks).
  • Knowledge in humanitarian or emergency programming is a plus.
  • Experience in Monitoring and Evaluation of programs/ activities is a plus.
  • Excellent communication and organization skills.
  • Flexibility and ability to work under pressure and team worker.
  • Valid driving license and proven driving skills.
  • Very good in reading, writing, and speaking both Arabic and English.
  • WaterCAD, WterGEMS, SewerGEMS / Civil-3D and GIS are required in addition to MS Office applications.
  • Ability to travel in West Bank and stay overnight.
