WASH Sub-Cluster Coordinator

Title: WASH Sub-Cluster Coordinator -(Gaza)
Duty Station:Gaza, Palestine       
Type of Contract:Fixed Term
Duration:One year with possibility of extensions

Key responsibilities:
1-Identify and make contact with relevant stakeholders including national/sub-national authorities, national and international organizations and representatives of affected populations in Gaza.
2-Ensure coordination with appropriate authorities at Gaza level involving, in some cases co-chairing the meetings with relevant national authorities.
3-Establish and maintain appropriate inter and intra-cluster coordination mechanisms, in line with the SoP cluster coordination strategies.
4-Ensure appropriate distribution of responsibilities amongst the cluster partners, with designated focal points and working groups for specific issues as necessary.
5-Represent the WASH Cluster in the Inter-Agency/Cluster Coordination Group (ICCG) and Emergency Operations Centre at the sub-national level in Gaza.
6-Contribute towards cluster’s analysis and management of information, identification of gaps and response strategies, including the design of appropriate strengthening / transition / exit strategies.
7-Ensure coherence between the sub-cluster level operational plans and the national level WASH cluster strategies and approaches.
8-Maintain a regular dialogue with the SoP WASH Cluster Coordinator in Jerusalem and the Chief of Field Office in Gaza.
9-Ensure that humanitarian responses are built on the local capacities, utilising participatory and community based approaches.
10-Ensure adequate reporting and information sharing within the cluster at Gaza level, with the national cluster at SoP level, with other clusters and OCHA. This includes encouraging, supporting partners for collection, sharing, uploading and extracting of information on APIS database, contributing to the WASH Cluster sit-reps, developing and sharing the minutes of meetings ( clusters and working groups) etc.
11-Ensure that the sub-cluster partners use common and agreed standards and tools for information and data management including needs assessment and monitoring.
12-Facilitate joint, intra-cluster needs assessment and analysis with a focus on Gaza.
13-Lead (at Gaza level) and contribute towards national (SoP) level WASH cluster emergency contingency planning and preparedness activities and early recovery.
14-Ensure that the sub-cluster partners are aware of the relevant policy guidelines, technical standards and relevant commitments that the government has undertaken under international humanitarian law and human rights law.
15-Identify core advocacy concerns for the cluster and contribute the key messages to the broader advocacy initiatives of the HC and other actors in scope with UNICEF policies.
16-As an ‘Honest Broker’, provide leadership and direction to sub-cluster partners in developing and submitting proposals for inclusion in the CAP, Flash Appeals, CERF, HRD and such other funding processes, in line with the agreed national level SoP strategic objectives and priorities for WASH response.
17-Identify training, learning needs of the cluster partners and encourage the support from the cluster partner agencies for addressing the capacity building as appropriate, based on the respective core competencies
18-Inform the SoP WASH Cluster Coordinator and Chief of Field Office in Gaza about any critical gaps in response, as identified by the sub-cluster at Gaza level, which cannot be covered by any cluster partners. Thereby, advocate for UNICEF as the Cluster Lead Agency to take the necessary action in its capacity as ‘Provider of Last Resort.’

Qualifications of successful candidate:
Education: Master’s Degree in subjects areas of Water, Civil or Public Health Engineering, WASH e.g. Health Promotion or Education,, Public Health (MPH), Environmental Health.  Note that a Bachelor’s degree with five years’ work experience may substitute for higher degree qualification.
Work Experience: A minimum of 3 years’ experience in WASH programme management, preferably including emergency response
Direct experience in humanitarian coordination and familiarity with the WASH Cluster structure
Work experience with either the UN and/or an NGO is an advantage. 

Language Proficiency: Fluency in English and Arabic
