Job Description
Program Background:
The Young Expert will fulfil the vacancy of Wastewater Expert, who will consider working under two Water Governance and Operator Partnerships through the Dutch Blue Deal and WaterWorX programme - between the Palestinian Water Authority (PWA) and the DWA Dutch Water Authorities (DWA) by World Waternet (WWn). The partnership strives to elaborate into a long-term collaboration between DWA and PWA from 2020 to 2030 in the West Bank to mobilize and facilitate local expertise, support PWA, Salfit and Municipalities and JSC in North Hebron Governorate, in establishing a strong regional water and wastewater utility for both Salfit and North Hebron as part of implementing the foreseen water sector reform – based on the 2014 Water Law and roadmap.
The Wastewater Expert will be following the Blue Deal programme to support the regional water utilities in the West Bank particularly in selected pilot areas in 1) North Hebron (focus of the candidate) and 2) Salfit Governorate. The expert should live within North Hebron area (or is willing to travel to North Hebron municipalities daily. Maximum two day a week coverage of travel expenses) and will be placed in North Hebron, with weekly (maximum) visits to PWA (Ramallah) and monthly (maximum) visits to Salfit.
The Young Expert will follow two-year Young Expert Program for personal development, capacity building and trainings (https://www.yepprogrammes.com/).
Scope of Work:
The recruited expert will work closely with PWA as well as municipalities and JSC in North Hebron on the subject of WasteWater as described in the Blue Deal programme. Besides Waste Water it is important that the NRW and GIS and other project components will also continue in the region.
Through the Young Expert Program (YEP), a personal coach guides individual in their personal development.
The Young Expert will have day to day supervision and coaching/mentoring by municipalities under JSC, in collaboration with the JSC and PWA focal point.
Supervision and coaching will take place on-the-job and in regular meetings with or without the other young experts.
The Program Managers at World Waternet (WWn) will further support, mentor and supervise to ensure alignment with the Water operator partnerships (WOPs).
They will have frequent contact, at least bi-weekly via MS-teams call. Weekly meetings for coordination between PWA and WWN in management, communication, institutional involvement with operational staff of WWn, Palestinian project coordinator, and the two other Young Experts.
The candidate will closely collaborate with other Young Experts, such as the NRW Expert North Hebron and Water Expert in Salfit.

Duties and Responsibilities:
Together with another recruited Young Expert:
Act as an interface, focal point and advisor between PWA, North Hebron and World Waternet
Strategic communication, at PWA related to BD&WWX partnerships
Maintaining and monitoring BD&WWX partnership plans, schedules, work hours, budgets, expenditures, work visits from the Netherlands and sub- projects
Organising, attending and participating in stakeholder meetings and workshops. Documenting and following up on important actions and decisions from meetings. Preparing necessary presentation materials for meetings.
Prepare progress reports and identify opportunities for the partnerships in the WaterWorX and Blue Deal formats
Pro-actively detecting new opportunities for better execution of the programmes
Coordinating with the PWA and World Waternet Program Managers on the progress of the BD&WWX partnership activities of the NH area
Technical Support: Supporting delivering technical input and follow up with North Hebron (NH)municipalities and on specific topics, such as operation and maintenance of wastewater collection (network) & treatment, improving cost-recovery and modelling and monitoring of the wastewater assets and developing asset management.
Implementation of strategic plans: Support the implementation of the regional strategic wastewater plan North Hebron by defining projects, writing proposals and support of municipality staff.
Wastewater Management: Provide needed assistance in wastewater quality monitoring and accelerating the reuse of treated wastewater, follow up and report on the daily operations and management of BluElephant decentralized wastewater treatment.
Training Programs: Responsible for organizing and follow-up implementation of wastewater/asset management training programs in North Hebron, Salfit and PWA and via e-academy of World Waternet.
Develop proposals: Support and advise municipalities in drafting proposals towards the development of sewage systems and wastewater treatment plants and capacity building support to ensure the provision of effective sanitation services to the community. Alignment and support with PWA in donor proposals and activities.
Stakeholder Management: Develop a stakeholder management (on wastewater) plan for North Hebron

Job Requirements
Experience & Qualifications:
Bachelorormaster'sdegreeinengineering, environmental science, water
Maximum 4 to 5 years working experience. and maximum of 30 years old (as per Young Expert program requirement)
Understanding of wastewater sewage and treatment design and operations is preferable
knowledge of GIS, AutoCAD, SewerCAD is preferable
Understanding of wastewater quality monitoring and analysis
Experience in using Microsoft Office 365, Excel, and spreadsheets.
Discovering and recognizing new project opportunities and the ability to formulate these into concrete project ideas and project proposals.
Ability to learn quickly and adapt in the dynamics and institutional setting of PWA and North Hebron area
Experience with organizing workshops and trainings
Proficient in spoken and written Arabic and English.
Ability to work effectively both independently and as part of a team
Willingness to travel and work regularly within the West Bank and occasionally travel outside of Palestine once or twice a year.
Strong intercultural relations and excellent communication skills for working with Dutch and Palestinian teams and organizations
High degree of flexibility and ability to adapt to unusual circumstances and imperfect conditions
