PROGRAM/DEPARTMENT SUMMARY:-
Mercy Corps has been present in West Bank/Gaza since the 1980s, helping Palestinians in the West Bank and Gaza to work toward building a more peaceful and hopeful future. Mercy Corps is running programs which respond to humanitarian, recovery and development needs in Gaza through, cash-for work, psychosocial, education and youth & technology development programs funded by range of EU, US and other private donors.
Mercy Corps has recently received fund from Coca-Cola Foundation that aims to empowering sustainable communities in Gaza Strip through focusing on addressing the water and youth unemployment issues by creating sustainable access to clean drinking water for a community in eastern Gaza through constructing a desalination water plant. The project will be implemented through direct coordinating with Coastal Municipalities Water Utility (CMWU) and the Palestinian Water Authority to rehabilitate an existing water well and construct a reverse osmosis brackish desalination plant. This desalination plant will provide the community with a secure and sustainable source of drinking water, along to that the project will support linking unemployed male and female youth to employment opportunities within the digital economy.


GENERAL POSITION SUMMARY:-
The Water Engineer will organize all activities related to the implementation of water desalination plant construction from design to implementation to operations and monitoring with direct and profound coordination with CMWU, this will include performing all the logistics and monitoring work required for completing this job. The Engineer will be responsible for finalizing the plant design, implementation, monitoring and reporting of all of the activities and associated administrative tasks on the plant construction and operations in the assigned district with direct coordination and approval from CMWU. Additionally, supervise all water and sanitation engineering staff as needed in order to effectively implement planned project. To manage all administration and security of MC engineering activities in the assigned district, s/he will have to coordinate closely with Mercy Corps programs director and CMWU and ensure all project activities comply with CMWU and MC requirements in terms of quality standards, implementation protocols, etc. S/he will report to Mercy Corps programs director with full adherence to MC procedures and deep engagement and coronation with CMWU and compliance to CMWU technical requirements.


ESSENTIAL JOB FUNCTIONS:-


Develop and maintain good relationships and lines of communication with relevant local authorities in particular CMWU as well as local communities, explaining MC’s role as an NGO and liaising and intensively
coordinate with them during all phases of the project.
Guarantee community involvement at all phases of the project (identification, design, implementation, and monitoring) to ensure the development of community ownership for the projects. This should be done in
coordination and cooperation with CMWU and Mercy Corps local partner in this area.
Conduct needs assessments, data analysis and intervention design in the targeted area with direct coordination
with MC programs director and CMWU
Develop the plans for the implementation of the water desalination plant construction, operations and monitoring in the assigned district. This should include planning completion of the project required technical designs, plans for material purchases, and work schedules (timelines) for the various phases of the project. This planning exercise to be implemented with direct coordination with Mercy Corps programs director coupled with CMWU review. Final plans to be approved by Mercy Corps and CWMU before commencement of
project implementation.


JOB ADVERTISEMENT

Implement project as planned according to developed technical standards, schedules and timelines. This will include preparing tender documents for the proposed activities including technical specifications and bill of quantities with direct coordination with Mercy Corps programs director and CMWU approval, supervision of all of construction and technical work on the field , follow up the project sites , ensure the quality of work according the technical specification and CMWU technical requirements, plant operations and immanence,water quality testing and monitoring, etc
Ensure safety measurement at the project sites
Ensure that all work carried out as part of Mercy Corps project meets the required standards and follows approved procedures, including verification of technical specifications of materials purchased, water testing
quality standards, CMWU approvals, etc
Ensure well depths are adequate to give reliable water supply as per technical guidance from Mercy Crops Programs Director and CMWU.
Keep detailed technical records for daily engineering work at the site
Establish plant operations and maintenance plan and scope of work and identify spare part supplier to provide
maintenance over the project life
Report any variations or problems with implementation of projects (in regards to costs, schedules, technical matters), regularly update project implementation plans with associated time lines and report these changes to
the Mercy Corps programs director and CMWU.
Ensure full adherence to the MC security plans and protocols thoroughly respecting the declared ‘go and no-go’ zones ensuring that staff respects them.
Work with the procurement team to assist managing the procurement of materials and the construction work needed through a competitive and transparent bidding process following MC polices and complete final
selection of the contracting company, obtain CMWU approvals as well.
Coordinate with CMWU and other local authorities to obtain all licenses needed.
Monitor and evaluate the plant in order to assess the effectiveness of the desalination unit and impact and propose recommendations for improvements.
Inspect, service and repair components of the water desalination plant including water intakes, pipes, water storage vessels, chemical and biology treatment and testing, equipment controls, etc
Conduct inspections of mechanical, generators, electrical and other equipment parts and components of the plant
With direct coordination with CMWU, perform comprehensive testing for the water quality at the plant level and the household level and ensure compliance to WHO standards
Work with CMWU and local municipality in the area to identify the plant working hours and the dates and times of pumping drinking water to the local community, work closely with Mercy Crops programs director and CMWU on developing community communication plan to promote the community awareness of drinking water availability, this to be coupled with promoting information on basic water hygiene and sanitation issues as well as management and conservation practices.
Provide regular written and verbal reports to Mercy Corps programs director on construction development activity.
Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.


Other duties as assigned.

QUALIFICATIONS, KNOWLEDGE AND EXPERIENCE:

Mercy Corps Programs Director
Coordinate with CMWU and other local authorities as needed. Coordinates
with Mercy Corps program staff, beneficiary populations, and implementing partners, as necessary.

-A Bsc or Master’s Degree in Civil Engineering, Water Resources Management, Water

- 5-10 years of management of development programs including infrastructure of water desalination plants
3-Experience in Palestinian water sector. Excellent familiarity with, and understanding of, the issues of water systems.
4-An understanding of community-based and gender-sensitive approaches to water work
5-Effective communication skills in written and spoken English and Arabic.
6-Ability to communicate effectively with a range of people.
7-Excellent spoken and written English skills
