The Program ‘Sustainable Use of Water Resources’, aims at improving the state´s governance capacity for the sustainable management of non-conventional water resources in the Palestinian territories. With this project the German technical cooperation is reinitiating its cooperation in the water sector in Palestine after many years and will cooperate closely with the Palestinian Water Authority. The thematic focus will be on the reuse of wastewater and other non-conventional water resources, and the nexus between water, energy, and agriculture.
To support the GIZ office in Ramallah, we are looking for a full time (100%):
“Water and Sanitation, Water Resources Advisor”
Tasks and Functions include but are not limited to:
- Identifies partner needs, project activities and corresponding advisory services in the Palestinian water sector.
- Identifies and implements Capacity Development strategies and activities for different partners of the project (i.e. PWA, municipalities, CBO).
- Provides sector specific technical and regulatory advisory to partner organisations in the Palestinian water sector.
- Identifies international best practices in the non-conventional water sector / nexus and operationalizes them for the Palestinian context.
- Coordinates the implementation of activities with different partner organizations.
- Monitors the implementation of cooperation agreements.
- Prepares and supervises the work of local and international consultants and service contracts and ensures timely delivery of the services.
- Contributes to project management, monitoring and reporting activities.
- Plans the project activities with the Head of Programme (AV) and other stakeholders.

Required qualifications, competences and experience are considered an asset:
- Master’s degree (or equivalent) in water resources management, wastewater management, environmental engineering, or a related field.
- Minimum of 7 years of professional experience in the Palestinian water sector, preferably within development cooperation projects.
- In-depth knowledge of wastewater reuse, non-conventional water resources and water governance in Palestine, including key stakeholders and regulatory frameworks.
- Prior experience working with international organizations, government entities, or development agencies in water-related projects.
- Proven experience in project management, including planning, coordination, and monitoring of technical and capacity development activities.
- Experience in preparing and managing service contracts, supervising consultants, and ensuring timely delivery of results.
- Strong team player and cooperation skills.
- Strong interpersonal, dialogic skills and sensitivity to working with public and private sector organizations and NGOs in the water sector.
- Excellent communication and presentation skills.
- Excellency in Arabic and English; German is an asset.
Assignment: As soon as possible for a duration of 12 months.
