Water Data analyst

 

Background:
In the framework of the development of water information system, PWA with fund from UNICEF is working towards enhancing the databank department and its related systems.  The PWA is considering the appointment of a qualified Data Analyst (DA) and a qualified System Developer (SD).
The data analyst is the subject of this TOR. In overall terms, s/he will be responsible for hydro-geological and water data analysis including statistical, hydrological, water demand and supply and perform data screening and data interpretation.

Tasks and Responsibilities:

Under the general direction of the project manger, the DA will be required to familiarize himself/herself with all aspects of the execution of the Project.  More specifically s/he will be responsible for the following:
-Compile data provided/collected by different PWA departments and partners;
-Draft protocols and standard operation procedures for quality assurance/control including timely data entry;
-Perform data screening and data quality control/assurance;
-Entry/confirmation of verified data to the system when needed;
-Prepare ad-hoc data sheets according to specific PWA departments and other partners reporting needs, in line with PWA protocols;
-Draft a regular fact sheet as regarding water resources, water abstraction, water supply, water quality, waste water effluent, water and waste water infrastructure updates and any other needed fact sheets; and
-Work in closely with the concerned departments within PWA;

Reporting responsibilities
The DA will work at databank department at the PWA headquarters in Ramallah. S/he will produce reports according to the standard PWA reporting requirements and procedures.

Essential Required Qualifications, Skills, knowledge and Competencies:

-A Bachelors degree from an accredited university in hydro-informatics, water engineering, water-environment science, hydrology or another relevant field;
-At least three years of previous relevant experience in water and waste water development preferable data analysis;
-Good computer skills including working experience using analysis software such as access, GIS and  SPSS; 
-Knowledge of water and waste water sector in Palestine is preferable;
-Strong interpersonal and staff support skills;
-Good team player;
-Excellent communication skills;
-Good command of English language; and
-The ability to work under pressure.

Time Frame and Contract
The duration of the contract is about 1 ½ year on a full-time basis, subject to recruitment under  civil servant after project completion. The expected starting date for this position is April-May 2011, dependent on the recruitment process.
