GVC’s presence in the country dates back to the year 1990 with a CBR (Community Base Rehabilitation) project financed by the Italian Ministry of Foreign Affairs. Since then, GVC has been working in the country choosing as main fields of intervention the agriculture and the water and sanitation sector.
GVC’s intervention strategy in the country aims at involving well grass rooted local organizations, at all levels, for a better detection and more effective implementation of the most needed interventions.
GVC has been implementing in the country both emergency projects (18 financed by ECHO) and development projects (financed by the European Union, the Italian Ministry of Foreign Affairs, the Italian Cooperation and Regione Emilia Romagna and several Italian institutions and municipalities).

GVC has secured funding from ECHO to implement a 12-month project in the oPts.

The title of the action is:
Improving living conditions in the South-Central West Bank by improving accessibility to safe water in marginalized areas.

The overall objective of the project is
To address the humanitarian needs of the most vulnerable segments of the population of the occupied Palestinian territory affected by the conflict.

The specific objective is:
Improved access to safe, affordable, reliable water supply, sanitation and hygiene services and facilities to the most vulnerable communities.

The project can be considered part of consolidated programs of GVC, in the water, sanitation and agricultural sectors, which have been implemented in partnership with local partners in the past ten years.
The project is being implemented since 1.5.2011. The recruitment of a new staff through this advertised position is deemed to cover a newly designed project component focusing on subsidised water distribution to the beneficiaries. 

DUTIES AND RESPONSIBILITIES:

Management and supervision of the project component
-Responsible for successful planning, coordination and implementation of project component activities
-Supervision of staff
-Responsible to ensure that undertaken activities are implemented in accordance with GVC and donor standard rules (ECHO)
-Responsible of monitoring and evaluation to ensure that project component objectives and outputs are achieved (quality control, monitoring objectives, outputs and indicators)
-Responsible to co-ordinate and monitor contractors activities and performances
-Responsible to implement procurement procedures following ECHO rules
-Responsible to manage and supervise the recovery funds system in partnership with local partners and authorities


Administrative, financial management and monitoring
-Responsibility of field expenses and running costs for the implementation of the project component
-Responsibility for payments to contractors
-Supervision of the administrative and financial procedures in order to ensure the donor standards
-Ensure current management and accountability of the recovered funds
-Supporting the PM in the financial planning of the activity


Staff management and supervision
-Act as the immediate and direct supervisor of all staff members under her/his direct responsibility – taking necessary actions to ensure security, safety, agreeable working conditions, discipline, etc. 

External Relations
-Responsible for ensuring frequent contacts and coordination with local authorities, and national and international NGOs relevant to the project component.
-Responsible for coordination with all actors involved in the implementation of the project component activities – ensuring that there is proper and efficient coordination with local partners and authorities, national and international NGOs.
-Ensure that contacts with beneficiaries, target groups and representatives of authorities are conducted in a sensitive and respectful manner and in accordance with Humanitarian Accountability Partnership principles.

Reporting and information sharing
-Responsible for timely and regular documentation and reporting – including performance/progress assessments against pre-defined project objectives, outputs, activities and indicators

Strategic programme development
-Provide technical support to other projects implemented by GVC in the Occupied Palestinian Territory
-Contribute to the identification and development of new project proposals for funding
-Participate in the management of GVC activities in Occupied Palestinian Territory
-Supporting the GVC coordination office in the overall logistics aspects


QUALIFICATIONS
-At least 2 years experience in logistic or programme management
-Proven experience in staff management
-Relevant educational background are considered an asset
-Knowledge in monitoring project implementation
-Experience in procurement and administrative procedure according to the ECHO rules


Skills
-Negotiation, advocacy and communication skills combined with high degree of patience and cultural sensitivity
-Familiar with participatory approach
-Highly organised and able to work respecting deadlines
-Fluency in written and spoken English
-Fluency in written and spoken Italian and/or Arabic is considered an asset
-Preferably working experience in Middle east countries
-Experience with ECHO-funded projects is considered an asset

-Ability to work independently while at the same time cooperating with other staff members as well as beneficiaries in a participatory manner


Reports to: GVC ECHO Programme Manager .
Coordinates with GVC ECHO Programme Manager. 
Duty Station: Based in Jerusalem with frequent field visit (70-80% of overall time) to the target areas.
Contract duration: Six months
