Background

The Union of Agricultural Work Committees (UAWC) is a leading Palestinian Agricultural Development Organization that was established in 1986. Since its establishment, UAWC has been efficiently engaged in Palestinian land development, water resources & environment, poverty reduction and women empowerment, olive oil marketing, as well as other crucial rural development programs.

UAWC is seeking qualified applicants to fill the following position:


Job Title:Water Engineer
Reporting to:Programs and Projects Manager
Location:Based in Hebron

Qualifications:   
BSc in Civil Engineering .Master Degree in Water and Environmental Engineering could be considered.

 
Key Competencies:
 
1-Experience in Palestinian water sector. Excellent familiarity with, and understanding of, the issues of urban and village water systems.
2-Experience in working with NGO's and with local partners: Ability to communicate with all levels of partner personnel.
3-An understanding of community-based and gender-sensitive approaches to water work and how gender affects perspectives on rural development.
4-Ability to work as part of a team (interpersonal skills) - Flexibility to respond to changing circumstances, and with wide-ranging roles and responsibilities.
5-Ability to work under pressure and willingness to travel to various locations.
6-Good command in English language and experience in report writing.
7-Familiar with different international and local technical specifications.
8-Excellent skills in analysing work problems and developing the appropriate solutions.
9-Good experience in supervising the implementation of water projects.
10-Computer literate: MS office, AutoCAD, Internet

Responsibilities:


1-Assist in conducting needs assessments, data analysis and intervention design in the Palestinian towns and villages.
2-Support the project officers and coordinators to develop appropriate engineering options for response to water issues.
3-Jointly with UAWC team members and partners, conduct negotiations to develop proposals to appropriately and effectively meet the water needs of the Palestinian communities.
4-Supervise the implementation of water program components contracted out to local contractors. Follow up engineering works, financial records, and correspondence.
5-Keep accurate and informative records and write reports detailing activities and results.
6-Ensure that all work carried out as part of UAWC water projects meets the required standards and follows approved procedures, including verification of technical specifications of materials purchased.
7-Prepare tender documents for the proposed activities including technical specifications and bill of quantities.
8-Prepare cost estimates for civil works of the proposed projects.
9-Coordinate with partners, partner organizations and other agencies affiliated in water sector to avoid duplication of the intervention and insure the work is carried out in an acceptable manner.
10-Review and insure that the design prepared for water components is adequate, sound and respond to the beneficiaries' needs and requirements.
11-Prepare contracts for different works and services.   
12-Contribute to the effective running of a friendly and cooperative team.
