Water Resources Expert

For a period of 6 months

The Candidate will:

-    Review the existing stormwater master plan for the middle and southern governorates, and update it based on the implemented stormwater projects.
-    Calculate the quantity of water runoff for each sub-catchment.
-    Produce maps of existing stormwater drainage infrastructures and flooding areas in order to identify the most vulnerable locations.
-    Prepare the TOR for soil test to identify the soil characteristics if needed.
-    Study and design of the proposed stormwater harvesting systems: a detailed design for each identified stormwater harvesting system will be produced. This will include drawings and Bill of Quantities.
-    Produce a comprehensive Stormwater Master Plan: flood risk mitigation measures and adapted stormwater harvesting systems will be identified and developed for each targeted area (all governorates of the Gaza Strip). The Master Plan will include sections on land use, hydrology, existing drainage installations and flooding areas, flood risk mitigation measures, and detailed design and estimated costs of proposed stormwater harvesting systems.
-    Assist in identifying the location of the proposed pilot stormwater harvesting systems based on the priorities identified in the Stormwater Master Plan and vulnerability selection criteria.
-    Prepare the follow-up and monitoring schemes for each system and train CMWU technical staff on applying them; including the schedule for water sampling and testing.
-    Conduct technical training(s) for Action Against Hunger staff, CMWU and municipal staff on stormwater modelling using GIS.
-    Conduct technical training(s) for CMWU and municipal staff on designing and monitoring the pilot stormwater harvesting systems to be implemented.
-    Provide Stormwater Master Plan report focusing on findings, conclusions and recommended actions, supported by summaries of the data collected and citations of any references used in interpreting the data. Detailed or uninterrupted data are not appropriate in the main text and should be presented in appendices or a separate volume.
-    Prepare other reports required regarding the design, training and monitoring will be prepared focusing on the lessons learned and recommendations for improvement.
-    Participate in weekly base coordination meetings.

Profile of the Candidate:

-    Master degree in water management resources, and ground water specialist.
-    Civil engineer of 6 to 8 years of experience in water and sanitation. Additional years will be considered.
-    Preferred having worked with or for humanitarian organisations.
-    Preferred having worked in or for Action Against Hunger.
-    Fluency in reading, writing and speaking Arabic and English.
-    Knowledge in Water resources management; especially stormwater modelling using GIS.
-    Fully proficient in IT systems : CAD, ARCGIS
-    Able to work travel to Jerusalem and stay overnight.
