MSF Spain is looking for a Watsan Supervisor in Gaza to help us Supporting the Water, Hygiene and Sanitation (Watsan) Manager in the implementation and supervision of Watsan activities, including tools and materials employed according to MSF standards and protocols, in order to improve health and living conditions of the target population.

Accountabilities

•             Carry out assessments in collaboration with medical teams, identifying water and sanitation needs and offering recommendations to the WatSan Manager based on findings and appropriate responses. Participate in the development of water and sanitation emergency strategies and response plans, including resources, in collaboration with WatSan Manager, medical and logistics teams.

•             With the WatSan Manager support implement and monitor day-to-day hygiene and sanitation activities within health structures and periphery (including, but not limited to, water supply, wastewater and solid waste management, hygiene, infection control and ICP activities) and according to MSF protocols (e.g. Public Health engineering in emergency cases).

•             Provide support to logistics and medical teams in identifying, implementing and monitoring hygiene and sanitation activities within health facilities and according to the WatSan Manager and MSF protocols (e.g. basic water and sanitation requirements, infection control, PCI activities). Particular support may be required to ensure that environmental control measures are defined to address infection control issues related to patients with highly contagious diseases.

•             Ensuring that the MSF procedures and protocols are followed by the Watsan teams to guarantee the operational quality of the project.

•             Ensuring the maintenance and repair of technical equipment in the project to guarantee an adequate running of Watsan activities outside health structures, in particular.

•             Ensuring the distribution of the materials and tools used in water treatment, hygiene and sanitation (e.g. physical organization and inventory of stocks, receiving and processing orders for water, sanitation and hygiene material, check that the amounts received are recorded, and check monthly consumptions, etc.).

•             Supporting the Watsan Manager in ensuring an appropriate emergency preparedness and response capacity (physical verification of stocks, contacts, transport means, staff training). Ensuring appropriate assistance to the project response team and if required, participating in emergency activities or exploratory visits.

•             Supporting the Watsan Manager in the team planning (e.g. staff rosters and admin, HR processes, etc.) and informing and involving the Watsan Manager in case of any major management or technical issue, and providing all required reporting.

•             Planning and supervising the HR processes (recruitment, training, performance evaluation, tasks definition and internal and external communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required for the activity.

 

•             Participating in data collection and reporting as required.

•             Accompaniment in the identification of WASH needs in the communities, proposal of solutions and implementation with the support of the Watsan Manager.

•             Ensure adequate monitoring of activities implemented in coordination with other actors (other organizations, community members, etc.) and guarantee that MSF standards are met.

•             Monitor water, sanitation, hygiene, waste management and vector control indicators in health facilities and outreach.

•             Assess, agree, and implement solutions with Watsan Manager to ensure MSF minimum standards and improvements in WASH standards in health facilities and outreach.

•             Support the procurement team in all WatSan-related activities it manages.

•             Collaborate in building the mission's WatSan strategy, always in line with project priorities.

Job Requirements

Education

Technical diploma, desirable specialization in water and sanitation (Civil engineers, Sanitary engineers, Environmental engineers, Biologists, Public Health, and other professions related to water and sanitation).

Experience

At least two years' professional experience in activities related to water, sanitation, hygiene, and solid waste.

Previous experience in technical works and organising of multiple activities, preferably within MSF or similar work environment.

Previous experience in engineering works.

Knowledge and experience of water supply, storage, and sanitation construction techniques.

Knowledge and experience in water treatment and potability parameters, especially desalination treatment systems.

Previous experience and/or knowledge in boreholes (drilling and maintenance) with submersible pumps (solar and not).

Experience and/or previous knowledge in the design and construction of family and community latrines/toilets.

Experience and/or previous knowledge in Infection Prevention and Control - IPC activities (training, implement and monitoring) in health facilities.

Experience and capacity to working with vulnerable groups in areas of conflict, natural disasters, IDP camps, different cultures, etc.

Languages                      

Arabic and English (mandatory).

Knowledge

Digital literacy.

Microsoft Office (especially Excel and Word).

Autocad, SketchUp, GIS and other technicals software (not mandatory, but a plus).
