(West Bank) Gender Monitoring & Evaluation Officer (May 2015)

PREMIERE URGENCE-AIDE MEDICALE INTERNATIONALE (PU-AMI) is an international apolitical, non-religious and non for profit organization intervening in 23 countries around the world to help people to survive and rebuild their lives.

GENERAL POSITION SUMMARY

The West Bank (WB) Gender Monitoring & Evaluation (M&E) officer will be based at Ramallah office and will be required to travel frequently in the field (North WB).

Scope of the work: The WB Gender M&E officer will work and report to the Deputy Head of Mission in charge of supervising the Quality process of the Mission. The Quality Department is composed of the DHoM, the WB Protection M&E officer, the IT & GIS Senior officer in WB, the M&E officer and the Assistant M&E officer in Gaza.

In the WB, PU-AMI has currently two main sectors of intervention: 1/Protection-based livelihood; 2/Gender: Women Economic Empowerment. The WB Gender M&E of officer will be in charge to follow the M&E process for all the Grants and assessments related to Women economic empowerment.

This is a full time position: Sunday to Thursday.

DETAILED TASKS

1-ASSESSMENT PROCESS - GENDER

-Focal point for the development of the methodology of data collection including tools, human resources, timeframe etc.

-In charge of the writing of the needs assessment reports


2-MONITORING PROCESS - GENDER

a-Planning the M&E:

Designing PU-AMI Monitoring and Evaluation plan according to each GENDER program implemented in close collaboration with the Communication, Advocacy, Operational, Logistics & Administrative department.

Developing Performance Indicators References sheets that include the detailed methodology of data collection, data analysis, persons in charge; timeframe etc.

b-Monitoring the projects:

-Leading regular monitoring visits in coordination with the operations teams, the Local partner and the Communication officer and issuing field visits reports including specific recommendations

-Follow-up of SMART indicators and associated sources of verification to measure the evolution of the implemented projects

-Collecting the Sources of Verification on regular basis in order to cross-check the relevancy

3-SELECTION PROCESS - GENDER

-Defining the selection criteria for communities and/or activities and/or beneficiaries and process in close collaboration with the Operational department

-Ensuring the implementation of the selection process

-Writing special cases, selection reports

4-EVALUATION PROCESS – GENDER

    Developing impact survey tools and protocols including data collection forms and computerized database, in close collaboration with the IT & Senior Officer.

-Producing Analyzing data to produce dynamic and updated statistics and graphs tracking the projects’ impact among beneficiaries and local communities

5-LEARNING & KNOWLEDGE MANAGEMENT PROCESS - GENDER

-Capacity building: To organize the capacity building of the local partner focus on Monitoring & Evaluation; Reporting skills etc.

-Lessons learnt: Ensuring the collection of lessons learned from programs and their dissemination within the Operation and other relevant department of PU-AMI.

-Contributing to the Capitalization: Assisting the DHoM in writing guidelines about PU-AMI process and methodologies related to the Quality department but also in support to the operation team and any other department.

6-REPORTING PROCESS - GENDER

-Contributing to the writing – in English & Arabic - of proposals, intermediate and final reports to donors – special focus on Logical framework (i.e. Indicators)

-Writing impact survey reports (External) to be send to donor based on data analyzed, the sources of verifications, the surveys and the literature review

7-SUPPORT TO WB PROTECTION M&E OFFICER

-The WB Protection & Gender M&E officers will work as a binomial. On occasional basis, the support of the Gender M&E officer will be required in order to support his/her colleague in busy periods.

 

REQUIRED QUALIFICATIONS & EXPERIENCES
-Advanced university qualification (in Development Studies, Statistics or other related field)
-Gender educational background and / or Professional experiences in Gender project implementation
-Minimum three years’ experience in a Palestinian or international NGO
-Proven experience working in M&E
-Fluency in written and spoken English & Proficiency in Arabic is an advantage
-Excellent computer competency particularly in Excel and Word
-Valid driver’s license and clean driving record

-Excellent team player while also able to work independently with little guidance
-Takes initiative and is proactive
-Flexibility in location of work and scheduling is necessary (for field visits)
-Ability to transfer skills and knowledge to persons with different levels of understanding and experiences
