Introduction
 Al-Quds Open University (QOU) and Educational Sciences Faculty & Ramallah Women Training Centre ( ESF &  RWTC) – UNRWA have jointly received a grant from the Quality Improvement Fund (QIF)- Ministry of Education and Higher Education and funded by the World Bank and the European Commission to implement a joint  project entitled Establishing Web Educational Video Library for the Teaching-Learning Situations to Support the Teachers Education Programs at Al-Quds Open University (QOU) and Educational Sciences Faculty & Ramallah Women Training Centre ( ESF &  RWTC) - UNRWA, and intend to apply part of this grant for the selection and employment of  a highly qualified Web Designer for designing and developing the website for  Educational Video Library for both QOU & ( ESF& RWTC ) according to their policies .
 
Assignment Objective:

Al-Quds Open University (QOU) and Educational Sciences Faculty & Ramallah Women Training Centre ( ESF &  RWTC) – UNRWA are considering the selection of  a highly qualified Web Designer,  to be  part of the small core staff,  contributing  for the  implementation of  the fifth  phase of the project under the supervision of the project director and the project administrative committee to design and develop a special website for educational video library, and to export 63 educational short films in format that is compatible to common media players and in a format that is compatible with all well-known online viewing( streaming ) and downloaded from the  special website for authorized people only .
 

Main Tasks and Responsibilities:

-Design, build and maintain websites, using authoring or scripting languages, content creation tools, management tools and digital media.
-Write ,design ,  edit web page content , and direct others producing content.
-Analyze user needs to determine technical requirements
-Incorporate technical considerations into website design plans, equipment, preference requirements, or legal issues including accessibility and privacy.
-Develop website maps, application models, image templates.
-Train staff members to page templates that meet project goals and user needs, in addition to managing and updating the website.

Essential Required Qualifications , Skills, Knowledge and Competencies:
-Bachelor degree in computer engineering, or computer science or any other related field.
-Three  years of experience in programming language :ASP.Net, PHP,JSP
-Excellent experience in database management systems: ORACLE 9i/10g, My SQL.
-Experience with multimedia /graphic designing tools and programs.
-Creative mind, high graphic power, adaptability to changes.
-Dealing  with  different video formats.
-Dealing with different technologies in video streaming and video on demand on the internet.
-Proficiency in English Language . 

Deliverables:

-Website: Fully designed, installed,  and functional Web Site and uploaded on the University web server. This also includes:
1-Tested links: All links contained in the Web Site shall be tested and confirmed in the final delivery to be accurate prior to delivery of the final Web Site to the client.
2-Admin Password and Username: Web site Administrator username and password should deliver to the client, and the developer has no right to access the web site after final delivery and maintenance.
-Well documented user manual on clearly labeled CDs.
-Troubleshooting period: after delivering the website the consultant is committed to provide 2 months period for troubleshooting and for any modifications needed from the developer.
-Completion of Training sessions : the training includes the end user training and the technical staff training.
