The Opportunity: West Bank Area Coordinator (WBAC)

Post Location: Norwegian People’s Aid (NPA) Office located in Ramallah, West Bank

Role Purpose:

NPA is seeking to hire a value-driven West Bank Area Coordinator (WBAC) who is highly resilient, adaptable to changing responsibilities, and thrives under pressure. The WBAC should be organized, precise, and detail oriented, capable of working independently with minimal supervision.

The West Bank Area Coordinator (WBAC), will be primarily responsible for assisting, supporting, and overseeing partners in the West Bank as they execute their current projects and budgets amid the present evolving circumstances; the development of proposals of activities and budgets assuring that outputs and outcomes are relevant to expected results according to NPA strategies and overall goals – including the next multi-year framework agreements under process in Q4 2024.

The selected candidate will also work with and support West Bank partners who express and are positioning themselves to work vis-a-vis their extended sub-partners and networks inside the Gaza Strip that when ready, would be a critical part of localized response for humanitarian assistance following the acute and lifesaving phase which is being led by the UN, Red Cross and other international inter-agencies who specialize in direct response.

The WBAC is responsible for the regular and on-going support, monitoring, reporting and follow up of the projects within NPA Palestine programmes, including close support to intervention developments in Gaza, as designated by the Country Director and-or PMs as the country programme staffs up for 2025.

The WBAC formally reports to the Country Director and is a member of – at this time – the Country Management Team (CMT) and is expected to provide strategic inputs for programmatic and partnership management contributions. Line management may change as the CO staffs up in 2025.

Given the current situation, all movements would be critically assessed and reviewed. The candidate to the position will be required to remote support and manage partners due to the uncertainty of the context in both the West Bank and Gaza. Depending on the situation in Ramallah, working from home can be also expected as NPA assesses and responds to the dynamic situation. Line management for the position is remote with the CD who is based in Amman, Jordan currently.

Job Requirements

Qualifications:

  • Relevant university degree 

Experience and Skills:

Essential:

  • Seven years of relevant experience of working with the INGO/NGO sector in Palestine working in the development and/or in humanitarian aid.
  • Proven experience (or solid training) in at least three of the following topics: IHL, IHR, conflict sensitivity and DNH, gender mainstreaming, rights-based approach, localized HUM+Nexus response, monitoring and follow up, conflict resolution, organizational development, logical framework, and management by results.
  • Strong understanding of the Palestinian civil society landscape and its organisations including the nature and characteristics of difference alliances, networks and membership-based coalitions, etc.
  • Good knowledge of rights-based development cooperation and willingness to gain further knowledge.
  • Excellent writing and communication skills in English and Arabic.
  • Excellent computer skills, including experience working with Word, Excel, PowerPoint, SharePoint (or previous Google Docs) and e-mail programs.

Desirable:

  • Experience in the Emergency and Humanitarian Response.
  • Ability to travel across the West Bank, including West and East Jerusalem if and as required.
  • Experience in Food Security and Livelihood programming, Gender, GBV and PSEA, and conflict prevention and protection.
  • Experience in holistic and conflict sensitivity programming, rights-based and humanitarian  assistance and protection in a nexus approach.

Changes:

The job description, responsibilities and tasks can be changed by the Country Director upon discussion with HO colleagues in support to the Palestine country programme, the PC-Amman and other technical advisors when needed. The employee has the right to share her/his inputs when such changes are made, while the ultimate decision lies with the Country Director.

General Responsibilities:

  • Support NPA’s cooperating partners throughout programme life cycle, making adaptions and recalibrations given the current and evolving situation across the Palestinian territories.
  • Support the management of NPA DHC programme, in consultation and collaboration with the CD, PMs and related sector advisors and PC - Amman.
  • Contributing to NPA country strategy development.
  • Lead and or be a principal contributor with PMs and PC to writing quality proposals and budgets as they relate to the West Bank portions of wider proposal or West Bank specific funding responses.
  • Identify and respond to capacity building needs of NPA cooperating partners.
  • Identify and respond to the possible sea-change for partners and the country programme given the evolving situation.
  • Maintain and lead on programme and partner related reporting, inputting into donor reporting and updates as required by the CD and HO.
  • Support and input into communications and advocacy as required by CD.
  • Work in partnership and collaboration with the PMs and PC-Amman to support and respond to needs of partners in the dynamic context, playing a critical leadership, coordination and administrative role in country programme related working groups and-or sub-clusters (under HUM architecture) as required 

Specific responsibilities

  • Following up NPA’s partners, assisting them throughout the whole project cycle – see above for further details.
  • Identifying, in cooperation with partners, potential risks for the implementation of projects, suggesting risk management measures. Contribute to redline defining and assessments as contexts move forward.
  • Assuring, through regular on-line management and monitoring in lieu of field visits for monitoring and follow up of the projects and continuous contact with NPA’s partners, that activities implemented are of good quality and continue to be relevant to the expected results throughout the implementation period.
  • Support and lead for NPA project amendments, and no cost extensions etc., leading on producing with high quality documentation and justifications.
  • Providing high quality written reports in English on the development of the projects following on-line monitoring and field visits if and when possible.
  • Reviewing partners’ activities and narrative and financial reports upon receipt and sharing constructive feedback with partners, sharing findings and notes with CD, PM, PC and AC – planning solutions and ways forward with relevant team members
  • Identifying deviations in the implementation of the projects (with regard to activities and expenditures) suggesting corrective measures in a timely manner, based on reports and consultations. 
  • In cooperation with the finance staff, ensuring that partners’ financial reports meet NPA required standards. 
  • Contributing to the identification of new potential partner organisations, in both West Bank and Gaza if or as required.
  • Identifying needs for capacity building at partners’ level, in cooperation with them, either with regard to programmatic issues or regarding financial and administrative processes and structures.
  • Participate in capacity-building (CB) and organizational development (OD) activities targeting partner organisations.
  • Planning for and facilitating reviews or evaluations of projects/partners/programs.
  • Line management duties as they relate to the supervision and HR support to the CPP Officer (West Bank); performance feedback and review, duty of care support, if required recruitment and on-boarding processes etc.
  • Active participation in relevant coordination bodies as assigned by the CD or the PC-Amman either in development cooperation networks or in the humanitarian country structure.
  • Contributing to information and advocacy work within the country programme, as requested by the CD.
  • Contributing to the production of information from the country programme to be used by NPA HO and donors, as requested by the Country Management Team.
  • Networking and being a West Bank focal point with local organisations, INGOs, UN bodies, consortia, and other coordination working groups-fora, etc.
  • Maintain close, coordinated contact and follow-up with West Bank, and as needed, Gaza-based partner organisations and their staff to understand their current operational capacity in light of rapidly developing challenges that they face on the ground.

Reporting:

  • Contributing to the overall consolidated reports in a timely manner assuring that deadlines are met, including adaption and recalibration of partners’ projects as some are expected to be time sensitive.
  • Reporting and file management on SharePoint and in coordination with PC-Amman.
  • Documenting lessons learned an important aspect in the adaptions during conflict and crisis. 

Other:

  • Undertaking any other relevant duties as requested as requested by CD, thematic advisors and PC-Amman, etc.
