Background:
WFP is the food aid arm of the United Nations system. Food aid is one of the many instruments that can help to promote food security, which is defined as access of all people at all times to the food needed for an active and healthy life. ¹ The policies governing the use of World Food Programme food aid must be oriented towards the objective of eradicating hunger and poverty. The ultimate objective of food aid should be the elimination of the need for food aid.
Targeted interventions are needed to help to improve the lives of the poorest people - people who, either permanently or during crisis periods, are unable to produce enough food or do not have the resources to otherwise obtain the food that they and their households require for active and healthy lives.
UN WFP - is seeking a candidate to fill the position of Information Management Consultant, under the overall guidance of the team leader and the direct supervision of Logistics Officer. As this position is related to Logistics Cluster to support Gaza Emergency in the occupied Palestinian territory with an expected duration of three months (With commencement date as soon as possible) the Special Service Agreement contract extension will be conditioned to satisfactory performance evaluation as well as availability of funding under the project.
Description of Responsibilities:
Objective
The Logistics Cluster in Palestine aims to support the efforts of the humanitarian community, for the provision of assistance to the affected population of Gaza:
-Provide logistics coordination through information management to enhance predictability, timeliness and efficiency of the emergency response;
-A Logistics Cluster cell has been established in Jerusalem with support from the Global Logistics Cluster in Rome. The Cluster will coordinate the logistics operation based on priorities set by the humanitarian community.
-The Logistics Cluster will provide information management and other logistics and common transport services. The Logistics Cluster cell will liaise with the national authorities to facilitate civil-military coordination and interaction for logistics and operational activities.
Responsibilities
The Information Manager Officer (IMO) will act as the focal point for collecting, analyzing and disseminating logistics information, in close coordination with logistics and information personnel of other UN entities and NGOs involved in the humanitarian response, and national authorities. The IMO will work under the supervision of WFP Head of Logistics and with the Global Logistics Cluster (GLC) in Rome.
-Gather information on the overall logistics situation in the West Bank, Israel and Gaza, including comprehensive data on logistics procedures and bottlenecks from the various Logistics Cluster participants and national authorities.
-Collect information of all Logistics Cluster services done (tracking of movement of cargo, warehousing) compile them and share them in the different reports.
-Produce Logistics Cluster products/reports including: sitreps, bulletins, snapshots, flash news, briefings, road matrix, maps and area overview.
-Ensure Concept of Operations and Standard Operating Procedures (SOPs) are regularly revised/updated as required.
-Manage content of Logistics Cluster country operations page in close coordination with Global Logistics Cluster in Rome.
-Prepare talking points and agenda for Logistics Cluster coordination meetings, compile minutes / action points and ensure timely sharing of meetings minutes with all participants.
-Prepare operational overview, briefings and snapshots on the logistics operation for donors, IASC Country Team, Office of the Humanitarian Coordinator and other stakeholders as requested.
-Attend relevant meetings; represent the Logistics Cluster when requested.
-Establish, moderate and maintain Logistics Cluster mailing list.
-Provide WFP’s Reports Officer with inputs about Logistics Cluster activities; Liaise regularly with other Reports Officers in other agencies/NGOs.
-Establish and maintain internal information sharing mechanisms, documentation formats, assessment formats, central file store, according to GLC guidelines and standardization.
-Conduct survey among Logistics Cluster participants and other stakeholders; Use the information to draft mid-term/end of mission review of the Logistics Cluster operation.
-Recognize and assess the sensitivity of information obtained; Respect the confidential nature of sources of information where relevant.
-Perform other tasks as required.
Expected Results : Assigned tasks completed; specialized expertise applied for development of
procedures and systems in the specific area of IKM or GIS area; straightforward information
owner/user problems resolved; maintenance of relevant IKM or GIS facilities performed.

Qualifications :
Education:
University degree social sciences, international relations, communications, journalism or related field; or the equivalent combination of education and experience
Experience:
A minimum of three years of professional experience in an international context, preferably in logistics response. Previous experience in emergencies is important.
Language Requirements:
Excellent level of spoken and written English required Arabic a plus.
Special conditions Nationals with permit or possibility of getting a permit to Jerusalem will be considered for the position. Furthermore, internationals with valid working permit will also be considered for the position.
