Background:

The WHO Emergency Team in the occupied Palestinian territory is responsible for the emergency preparedness and response activities in the West Bank and the Gaza Strip. In the context of the deteriorating humanitarian situation in the occupied Palestinian territory, the WHO Office has a specific responsibility for undertaking timely health data collection activities, overseeing and leading the Health Cluster, and acting as the providers of last resort.

In order to meet the increased requirements for coordination support, humanitarian response and information, the WHO office in the occupied Palestinian territory will improve the capacity of information management in the West Bank and the Gaza Strip.

PURPOSE OF THE POSITION

The Information Management Officer will work under the direct supervision of the Program Manager and  Head of WHO Office, and in close consultation with his/her respective counterpart.

The main functions of the incumbent are to assist in gathering and processing of data, providing effective monitoring of projects activities through field visits; improving the office information flow, presentation and management; and enhance website and online presence.
The incumbent is also expected to liaise with the OCHA and other key stakeholders. He/she is also expected to maintain data standards, and support building information management capacity within the WHO Coordination Team.

Description of Responsibilities:

MAJOR DUTIES AND RESPONSIBILITIES

Activities will include the following:

- Support the information gathering process, develop and design the WHO Situational Reports
- Increase the presence of WHOs emergency response programmes/activities on WHO’s website and social media (such as Facebook, twitter)
- Assist in Collecting information on key health indicators on a monthly basis and liaise closely with other sectors, including WASH and Food
- Liaise with key stakeholders to identify gaps in health and conduct brief analysis of the gaps to support the design and development of emergency projects
- support the WHO Coordination Team in field visits
- Maintain to-to-date information on the 4Ws platform by liaising with partners and by ensuring that the tool is fit for purpose
- Support the development of the Health Cluster website and its contents on a weekly basis
- Support the information gathering process, development and design of the Health Cluster bulletin on a quarterly basis
- Contribute effectively in developing and maintaining databases to support information management, coordination and evidence-based decision making for the Office
- Assist in developing systems/applications to bolster the office ability to communicate lifeline messages to/from affected people
- Support Office day to day work
- Any other duties as may be requested

FUNCTIONAL KNOWLEDGE AND SKILLS

   *Essential

- Information Technology and networking skills
- Strong knowledge of Excel and preferably MS Access or other databases.
- Strong knowledge of website content management and word press
- Ability to present information in understandable tables, charts and graphs
- Ability to maintain and manage website content management systems
- Data storage and file management expertise
- Communications and technical writing using both graphic and narrative presentations
- Working experience in a development or humanitarian environment is required.
- Good communication and interpersonal skills.
- Experience in web design and programming
- Able to manage and work in or with a multidisciplinary team of Information Management practitioners.

Desirable

- Technical knowledge of WHO tools is desirable

Qualifications :

EDUCATIONAL BACKGROUND

BA Degree in information management, statistics, social sciences or any other relevant area
Short courses in Data Management, Health Affairs, Political Science, Information Technology, Information Systems, Engineering or Communications are desirable.

PROFESSIONAL EXPERIENCE AND KNOWLEDGE

*Essential

 At least two years experience in Data Management/Coordination, Information Technology and/or Humanitarian Affairs.

Desirable

Previous experience in International Organizations or UN agencies

LANGUAGE SKILLS

Expert knowledge in reading, speaking and writing English and Arabic languages.
