Background:

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997 as UNIFEM. UN Women focuses its activities on one overarching goal, namely to empower Palestinian women and girls and to allow them to enjoy their human rights.  In support of this goal and thoroughly taking into consideration the specificities of the context in Palestine, UN Women concentrates its efforts and interventions toward the realization of three strategic goals: Engendering humanitarian action and increasing the effective leadership and participation of women in peace and security; supporting women's income security, decent work and economic autonomy; and promoting a life free of violence for women and girls in Palestine.  For this, UN Women in collaboration with its partners aim to contribute to a legislative and policy framework that prevent violence and empower those affected by violence to recover; address structural barriers preventing women from economic participation and provide women entrepreneurs with the needed skills, financial resources and partnership to access a more equal share of the market; and ensure that policy makers have the capacity to effectively implement, monitor and track women’s peace and security commitments and place women’s rights at the center of humanitarian action in Palestine.  
 
“Haya: Eliminating Violence Against Women in the West Bank and Gaza” Joint Programme:
Through generous funding from the Government of Canada, The UN Consortium composed of UN Women, UNHABITAT, UNODC and UNFPA, has launched a new 5-years joint programme. The Joint Programme HAYA “Ending Violence Against Women in the West Bank and Gaza Strip” aims to ending violence against women with an ultimate outcome of reducing the vulnerability of women and girls in the West Bank and Gaza to all forms of violence and from the threat of such violence. This will be achieved through working on three intermediate outcomes focusing on:
1. Decreased harmful practices and attitudes that perpetuate and validate violence against women and girls within targeted households and communities;
2. Increased access by women and girls of gender-responsive ending violence against women services (economic, medical, psychosocial, security, shelter) free of discrimination; and
3. Strengthened institutional capacity to develop and implement legal and policy frameworks that promote and protect women’s and girls’ rights with regards to violence against women.

Description of Responsibilities:

Under the overall supervision of UN Women Special Representative, UN Women is seeking to recruit a Project Manager under the Haya: Eliminating Violence Against Women in the West Bank and Gaza” Joint Programme. The Project Manager will work in close coordination with the Haya Joint Programme Manager, and the project teams of the participating UN organizations UNFPA, UNHABITAT, and ensure the supervision and monitoring of project implementation systematically through discussions with counterparts. The Project Manager is also responsible for leading Pillar Two together with UNODC, and in cooperation with the relevant partners and stakeholders, including Government, civil society, private sector, UN sister agencies and international organizations, and participate in coordination mechanisms on ending violence against women, as well as monitoring, reporting, and management of finances and personnel of the Haya EVAW Programme – UN Women component.
 
Duties and Responsibilities
 
The Project Manager will undertake the followings tasks related to the implementation of the UN Women component of the joint programme:
1. Lead Pillar Two (together with UNODC) of the Haya Joint Programme, and manage implementation of UN Women’s component of the JP
• Lead and coordinate Pillar Two on the increased access of women to services, and manage the implementation of UN Women component of the joint programme.
• Develop yearly work plans and implement in line with the Strategic Note/ programme document;
• Gather inputs and coordinate the preparation of work-plans, periodic narrative progress reports and expenditures status reports to donors and partners, as relevant and applicable;
• Establish systems for project planning, implementation and monitoring, in collaboration with the Joint programme manager and other participating UN agencies;
• Record and maintain documents on the UN Women component of the JP, initiatives issues, and risks.
 
2. Provide guidance to the implementation, management and coordination of UN Women component of the Haya JP, with national partners and other stakeholders
• Coordinate and monitor the implementation and activities of the UN Women component of Ending Violence Against Women (EVAW) Joint Programme.
• Provide inputs to the annual workplan and budget for the UN Women EVAW JP component, as required;
• Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners for UN Women component of the Haya JP;
• Review and coordinate the submission of implementing partner financial and narrative reports;
• Provide guidance to the implementation of the UN Women component of the Haya JP activities with partners;
• Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.
• Provide inputs to the development of partnerships and resource mobilization strategies.
• Coordinate relationships with national partners to support implementation and expansion of UN Women component of the Haya JP, raise potential problems and suggest solutions;
• Identify capacity building needs and support partners through technical assistance, mentoring, training and capacity development initiatives, as needed.
 
3. Coordinate the monitoring and reporting on the UN Women component of the Haya Ending Violence Against Women (EVAW) Joint Programme
• Gather and compile all information necessary for monitoring and reporting on the UN Women Haya JP activities and projects from the planning to the evaluation stages;
• Monitor the implementation of activities and the expenditure of funds; conduct regular monitoring visits, as required;
• Draft and provide inputs to annual and quarterly reports; coordinate the submission of implementing partner financial and narrative reports;
• Provide inputs from UN Women Haya JP activities and results to Country Office reporting, donor reports and other reports on outputs, results outputs and outcomes.
 
4. Manage people and finances of the UN Women component of Haya Ending Violence Against Women (EVAW) Joint Programme
 
• Coordinate development and preparation of financial resources of UN Women’s component including budgeting and budget revisions, and expenditure tracking and reporting;
• Monitor the allocation and disbursement of funds to implementing partners;
• Supervise Programme Associates and Assistants as relevant and applicable.
 
5. Advocate and facilitate knowledge building and management and communication
 
• Document the UN Women component of Haya Ending Violence Against Women (EVAW) Joint Programme implementation process and products;
• Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the UN Women component of Ending Violence Against Women (EVAW) Joint Programme;
• Coordinate and support the organization of major advocacy activities and campaigns events, trainings, workshops and knowledge products.

Job Requirements
Education:

Master’s degree in International Development, Gender Studies, law, Human Rights, Applied Anthropology, Business Administration or in other related Social Sciences.
 
Professional Experience:

• At least 5 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to EVAW Programmes;
• Experience in providing technical and advisory support to government and civil society partners in relation to gender justice, labor rights and women economic empowerment developmental programmes is strong asset;
• Experience in working within the UN and/or International organizations is an asset.
 
Language Requirement:
• Fluency in English and Arabic is required;
