Yellow Plate Driver
MSF Spain is looking for a skilled Yellow Plate Driver in Hebron to help us in carrying out all activities involving Performing the tasks of transporting authorized goods and passengers in an MSF vehicle, ensuring its technical and safety conditions and respecting the country's traffic rules and MSF security rules, in order to provide a safe, smooth and efficient service

Accountabilities:
- Checking daily, the technical conditions of the assigned vehicle (state of the tires, oil, fuel, brakes, radio equipment, spare parts, etc.), performing weekly check according to the MSF Logbook, refilling it when necessary, and keeping it clean to ensure it can be driven in perfect conditions. Carrying out a hand over if another uses the vehicle
- Ensuring the security of passengers in the vehicle, driving carefully, observing speed limits and traffic rules in the country as well as MSF security rules, in order to avoid car accidents.
- Ensuring all passengers have all necessary papers in order before travelling, and ensuring non MSF staff sign disclaimers of responsibility before using the vehicle
- Ensuring correct loading and unloading of the vehicle, submitting the documents to the receiver of the goods, checking the status of delivered goods, returning the duly completed documents to Logistics and ensuring that the goods have the necessary documents
- Ensuring that all vehicle documents and the driver's driving license are valid and in the vehicle.
- Informing the line manager of any incident involving the transportation of passengers and/or goods.
- Knowing how to use all types of radios, codes, call numbers and radio alphabets by heart and
- communicating with base according to MSF communications policy to inform the driver's position and any potential implications.
- Knowing and respecting the security rules related to vehicle movements, specificallythose related to customs, checkpoints and roadblocks. Ensuring all passengers know and respect the security rules
Security
- Ensure that only authorised people enter MSF vehicles, i.e. MSF-staff, patients, MSF collaborators, no MSF validated.
- Ensure that no weapons, military dressed people or police-people enter MSF vehicles.
- Ensure that all personnel wears a seatbelt and that total number of passengers is within legal limits.
- Ensure that all material transported is authorised before transport and it is within loading capacity.
- Ensure that all material transported is well secured by driver inside, at the back or on top of vehicle.
- Must never transport passengers at the back of pick-up trucks, unless in case of a serious emergency and always after a prior authorisation by the Logistics Coordinator or Head of Mission.
- Ensure that nobody is smoking while in the vehicle.
- Stay always close to vehicle, when out of base, in order to protect vehicle..
- Good communication with the authorities in check points assuring the impartiality of MSF.
Documents
- Ensure that there are always enough Disclaimers of Responsibility for all non-MSF staff to sign.
Maintenance
- Check condition of vehicle after it has been used by another driver and report possible problems.
- Ensure that the vehicle is always in good conditions following instructions and guidelines of Logbook and carry out a hand over if another uses the vehicle.
Equipment
- Look after all equipment related to vehicle and driver (ex. uniforms, gloves, winch, spare wheels, jack, security triangle, stickers, flags, etc.).
- Ensure that medical kit and necessary vehicle tools with extra spare wheels are always in vehicle before leaving standard perimeter, defined by Logistics or Field Coordinator.
- Ensure that no material is taken out of vehicle without prior authorisation.
- Ensure that all material transported is always accompanied by the right documents and always check state of cargo before signing in order to report any possible problems.
- Ensure that there is always an extinguisher easily accessible in vehicle and know how to use it.
Reporting
- Inform immediately line manager or any coordinator available regarding security incidents or important information that might be seen on the road or heard over the radio.
- Report immediately to line manager of any mechanical or other problems related to vehicle.
- Use vehicle Logbook in order to monitor movements, services, accidents, refuelling, mileage, etc.
Others
- Assist in briefing and training of all staff regarding vehicle rules and procedures.
- Help patients to get in and out of vehicle, if needed.
- Participate in meetings and possible trainings.
- Support in the basic logistic activities and supply procurements, requested by the Line manager and/or Log Manager.
- Support the team in loading, unloading, setting up the tent and any related activities for the MC set up

Education
Essential literacy and driving license. Good knowledge of country roads
Experience
• Essential 2 years minimum of previous driving experience
• Desirable experience with specific vehicles to use (4x4, boats, motorbikes, etc.)
• Desirable in MSF or other NGOs
Languages
• Arabic and Hebrew is a must. English is an asset
Knowledge
• Desirable knowledge of basic mechanics
• Good knowledge of mission area roads
