Save the Children is seeking qualified candidates for the following positions to be based at the Ramallah -WB office.


Youth Development Programme Manager (Based in Ramallah)

Purpose of this position:
To provide overall technical and managerial leadership to youth and livlihood portfolio in SCI programs and ensuring the overall youth program projects are implemented in quality and timely
frame with allocated budgets in adherence with donors and SCI related policies and regulation. The portfolio under management will oversee the start up and implementation of an EC Funded program focused on providing alternatives to youth in East Jerusalem who may otherwise be exposed to drug use and abuse. The YDPM will be responsible for overseeing the overall implementation of the activities and coordinating the partnership with local organizations and national stakeholders under two EC grants, with a portfolio that is expected to grow substantially over the next two years.

Summary of the position’s key areas of accountability:
Youth livlihood Programing: Ensure effective cycle of protfolio management including; planning, organizing and monitoring of all projects under the portfolio ensuring effectiveness. Provide leadership to program staff and coaching to sub-ordinate. Lead the team in developing annual plans including implementation, M&E, procurment, communication and resource allocation. Ensure adequate coordination with support functions, timely reports internally for donors and closely working with Internal and External TAs. Ensure adequate documentation and leasson learned sharing and overall compliance with SCI related regulation and polcies.

Presentation:
In close coordination with Supervisor, and inline with SCI communication plans and protocols present the potfolio to donors, Ministries, community partners and stakeholders. Project Team management and leadership: Provide leadership and management to sub-ordinates ensure that they have clear objectives and receive meaningful feedback on their performance regularly. Ensuring quality performance and staff wellbeing. Conduct regular performance review, train and coach staff as needed and ensure coherent and integration with SIP team. Comply with all relevant SCI policies and procedures with respect to child protection, health and safety, equal opportunities and other relevant policies

Program development: working closely with supervisor and program development team and feed in fund raising effort, material production, visibility and communication plans, advocay and documentation of best practices and dissamination. Effective particpation in national bodies and stay up to date with Palestinain Youth status. Effective contribution in developing SCI startegy.

Anticipated Starting Date:
April 1st, 2013

Contract duration: Permenant staff pending annual obligations and funds availability.

Specific Qualification and Experinece required: (Please see the general skills and qualification too)
-Bachelor or Master in youth development, economic development, public health, international development, or social work, accompanied with relevant experience in programming and managing multi-million, multiyear programs. Master or PhD education will be an asset.
-10 years of experience in development with at least 7 years in a management capacity.
-Previous experience working on European Commission/EuropeAid grants
required. Previous experience with other European donors and USAID will be an asset.

-Ability to contribute to a small, proactive team, motivating staff and working collaboratively with colleagues and providing support and advice as necessary.
-Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
-A full appreciation of the value of co-operation, both internationally and within a team environment.
-Understanding of Save the Children’s vision and mission and a commitment to its
objectives.
-Written and verbal fluency in English and Arabic required.
