UNRWA is the United Nations agency responsible for the protection, care and human development of a population of some 4.6 million Palestine refugees living in the Gaza Strip, the West Bank, Jordan, Lebanon, and the Syrian Arab Republic. MAIN RESPONSIBILITIES
In accordance with Agency policy and procedures, the ideal candidate will:
- review of small scale renewable energy projects/companies;
- Assess the demand for PV and SH systems and the most promising markets in the strip based on income/revenues levels and energy consumption for both the residential and services markets;
- Evaluate the local supply of PV and SH systems
- Review of existing training programs and their structure in the field of renewable energy
- Evaluate capacity building needs by the various PV and SH systems market stakeholders.
- Assess other factors that might affect the dissemination of solar energy in the Gaza Strip
- Performs such other duties as may be assigned.
PERSONAL & PROFESSIONAL COMPETENCIES
- A University degree in related fields such as Renewable Energy, Energy, electrical or electromechanical Engineering, or other relevant field.
- A minimum of four (4) years of progressively responsible Experience in solar energy research, solar energy dissemination, and/or solar energy policies;
- Documented experience in the development of such studies and Programmes;
- Proved previous working experience consisting of substantial involvement in assessments, evaluations and/or reviews in related areas.
- Proven expertise related to the analysis of socio-economic conditions in the Gaza Strip and their effects on various sectors of economic activity.
- Full computer literacy.
- Expertise related to business models for solar energy (e.g. incubators) would be a distinctive asset.
- Excellent writing, editing, and communication skills in English.
- Demonstrated ability to serve as technically responsible specialist in the field of Alternative Energy related to field operations;
- Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns;
- Shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.
- Identifies priority activities and assignments; adjusts priorities as required
- Allocates appropriate amount of time and resources for completing work
- Foresees risks and allows for contingencies when planning
- Monitors and adjusts plans and actions as necessary
- Uses time efficiently
- Considers all those to whom services are provided to be 'clients ' and seeks to see things from clients' point of view
- Establishes and maintains productive partnerships with clients by gaining their trust and respect
- Identifies clients' needs and matches them to appropriate solutions
- Monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems
- Keeps clients informed of progress or setbacks in projects
- Meets timeline for delivery of products or services to client
CONDITIONS OF SERVICE
- Remuneration and other contractual modalities will depend upon the needs of the assignment and the candidate's qualifications, experience and the level of expertise.
- Contract Duration: four months
- Leave: 30 days annual leave
- Pension: Provident Fund contribution
- Other conditions of service and benefits may apply.
EQUIVALENCY
When the minimum requirements are not fully met, the Director of Human Resources; in consultation with the Director of UNRWA Operations, Gaza may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.
NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
