UNRWA is the United Nations agency responsible for the protection, care and human development of a population of some 4.6 million Palestine refugees living in the Gaza Strip, the West Bank, Jordan, Lebanon, and the Syrian Arab Republic. MAIN RESPONSIBILITIES

In accordance with established Agency policy and procedures, the ideal candidate:

- Receives pupils / refugees with psychosocial and/or mental health needs and provides counselling and guidance individually, in groups or with families;
- Provides the identified pupils / refugees and their families with community and public mental health education and other primary prevention activities in line with FCMH guidelines and materials;
- Coordinates referral of identified pupils / refugees and/or their families to other services or agencies, as appropriate, in consultation with Assistant Area MHPSS Supervisor;
- Conducts home visits and other community interventions, as may be required, to the identified pupils / refugees and their families according to FCMH established standards;
- Participates in crisis intervention and/or emergency psychosocial activities, as assigned by the supervisor;
- Develops weekly, monthly, and yearly plans at the installation level in coordination with the installation head to which s/he is assigned;
- Submits regular reports of all counselling activities, overall workload and outcomes and regular reports of case list, discharge/discontinuity/referral of cases and critical and/ or risky incidents and protection issues concerning the welfare of the pupils/ refugees ensuring due confidentiality;
- Contributes to increasing awareness among UNRWA staff of psychological and mental health education and the rights of disadvantaged pupils/ refugees and their families;
- Performs such other duties as may be assigned.

PERSONAL & PROFESSIONAL COMPETENCIES

- A university degree in psychology, counselling or community mental health or related field.
- At least two years’ experience in counselling, mental health or related activities.
- Good command of written and spoken Arabic and English.
- Professional and technical competencies related to the functions described;
- Ability to cope with multiple tasks effectively;
- Knowledge of counselling theories, assessment and interventions;

- Counselling assessment and practice skills (prevention, community, family, group and individual interventions);
- Knowledge of child development (educational and psychological);
- Knowledge of ethical standards for professional practice;
- Excellent communication and rapport building skills;
- Ability to work in teams and form good, productive relationships with colleagues;
- Proficiency in standard Agency computer applications;
- It’s desirable to have a good knowledge of MHPSS principles and practices.

CONDITIONS OF SERVICE

- For fixed term :
- The monthly basic salary $951.30; plus monthly dependency allowance up to $123.25 and Group Medical Insurance GMI $12.00.
- Contract Duration: Three years including 1 year probation period.
- Pension: Provident Fund contribution.
- For Limited Duration Contract
- Basic Salary: Monthly basic salary $990.00; and monthly dependency allowance $18.65 and Group Medical Insurance GMI $12.00.
- Contract Duration: six months extension is subject to funds availability, continuing need and satisfactory performance.
- A regular staff member can apply to this LDC post but will not be allowed to assume such post through secondment as he/she needs to leave his/her current post to accept LDC appointment.
- Employment for this post might be either on full-time or part-time basis based on the needs. Announcing this modality does not mean that it would definitely be used. It would rather give the Agency the flexibility to use both full time and part time contracts based on the work needs and the personal circumstances or preferences of the staff member.
- Leave: 30 days annual leave.
- Other conditions of service and benefits may apply.

EQUIVALENCY

When the minimum requirements are not fully met, the Director of Human Resources; in consultation with the Director of UNRWA Operations, Gaza may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.

NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
