UNRWA is the United Nations agency responsible for the protection, care and human development of a population of some 4.6 million Palestine refugees living in the Gaza Strip, the West Bank, Jordan, Lebanon, and the Syrian Arab Republic. UNRWA is by far the largest UN operation in the Middle East with over 29,000 staff. Most of the staff members are refugees themselves, working directly to benefit their communities – as teachers, doctors, nurses or social workers.

MAIN RESPONSIBILITIES

In accordance with established Agency policy and procedures, the ideal candidate:

- Directs the multi-donor funded Gender Initiative Programme through ensuring strategic coherence of the interventions and delivering outputs according to the overall objective of the Programme; leads the gender team through all phases of the project cycle , including assessing needs and existing gaps, designing interventions, supporting the efforts to secure further funding from donors, implementing and monitoring targeted gender projects, reporting and liaising with donors and ERCD;
- Provides guidance and advice to build and improve the team planning capacity, monitors and controls projects implementation along with the associated management tools including available information management systems;
- Performs high level monitoring of projects performance (operational & financial) to ensure that outputs are delivered in line with the key stakeholders’ expectations including donors, partner organizations and beneficiaries; provides advice and takes corrective and control actions as needed; keeps relevant stakeholders updated on the status of project(s) delivery;
- Acts as the lead for UNRWA Gender Equality Strategy at the field level in all core programmes and departments supported by the Gender Mainstreaming Officer and the Gender Task Force;
- Coordinates with relevant partners: International NGOs, local NGOs and civil society to share information on existing research and interventions and to create opportunities for enhanced collaboration;
- Prepares or provides input to UNRWA high level reports, inter-agency publications and HRCs as needed; contributes to the inter-agency Gender Task Force representing UNRWA GFO as may be requested;
- Performs other duties as may be assigned by the supervisor(s).

PERSONAL & PROFESSIONAL COMPETENCIES

- A university degree in in gender studies, human rights, humanitarian affairs, social or political studies or related discipline.
- At least six years of practical experience in gender mainstreaming and management of donor funded projects, in a large governmental, national or international organization.
- Excellent command of written and spoken English and Arabic.
- Competencies: UN Core Values of Professionalism, Integrity and Respect for Diversity and Core Competencies of Communication, Working with People and Drive for Results apply by default. Default managerial competencies may apply.

OTHER INFORMATION

- Any contribution in publications, demonstration of high level of integrity, independence, self-driven manner and commitment will be assessed and considered as highly desirable;
- Staff member may be required to work beyond regular working hours, and travel in the Agency Area of Operations.

CONDITIONS OF SERVICE

- Basic Salary: Monthly basic salary $1,606.10; and monthly dependency allowance up to $123.25.
- Contract Duration: Three years including 1 year probation period.
- Employment for this post might be either on full-time or part-time basis based on the needs.
Announcing this modality does not mean that it would definitely be used. It would rather give the
Agency the flexibility to use both full time and part time contracts based on the work needs and the
personal circumstances or preferences of the staff member.
- Leave: 36 days of annual leave for staff attending UNRWA duty stations with six-day working week. 30 days of annual leave for staff attending UNRWA duty stations with five-day working week.
- Pension: Provident Fund contribution
- Other conditions of service and benefits may apply.

EQUIVALENCY

When the minimum requirements are not fully met, the Director of Human Resources; in consultation with the Director of UNRWA Operations, Gaza may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.

NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
