MAIN RESPONSIBILITIES
In accordance with Agency policy and procedures, the ideal candidate:
-Collects and maintains longitudinal, Gaza-specific and refugee disaggregated socioeconomic datasets. These include monthly, quarterly and annual statistics on demographics, labor force, national accounts and prices produced by Palestinian Central Bureau of Statistics (PCBS) as well as data generated internally by UNRWA (registration, poverty). Formats data in a user-friendly way and generates frequent reassessments of changes in refugees’ living conditions – both through time and geographical areas. Serves as the field’s focal person for the provision of up-to-date and accurate macro socioeconomic statistics.
-Together with the Emergency Support Officer (ESO), represents UNRWA for and follows up on all socioeconomic surveys implemented in the Gaza Strip. This includes but is not limited to the PCBS household expenditure and consumption survey (PECS), the Household Economy Approach (HEA) and the socioeconomic and food security survey (SEFSec). Conducts additional analyses on generated data to support GFO evidence-based programming (SPSS software).
-Builds a strong professional relationship with a network of experts from other governmental, non-governmental and international organizations (including PCBS, MoSA, WFP, FAO and the World Bank). More particularly, assists the ESO in representing UNRWA in the Gaza-based panel of experts from the Food Security Sector.
-Carries out specific research jointly with colleagues from the PSU team, including PSU Statistician and the Monitoring and Evaluation Team. For the coming year this will include the analysis of poverty, educational and health interrelated dynamics among refugees based on GFO administrative data.
-Supports Programmes and the M&E team in developing impact and evidence-based monitoring tools for interventions aimed at mitigating or alleviating poverty (food and cash assistance, job creation, microfinance, education, health and housing). Supports the Relief and Social Services Programme in upholding GFO’s proxy-means based poverty eligibility system to the best international standards.
-Links with and supports the Agency’s Poverty Advisor (based in Amman) in communicating with Programmes. Gathers, consolidates and shares information and statistics upon request.
-Performs such other duties as may be assigned by the ESO, including but not limited to external coordination (CAP process mainly), to the follow up of the Emergency Appeal or to specific tasks related to the tracking of poverty-related indicators.
PERSONAL & PROFESSIONAL COMPETENCIES
-A first or advanced university degree in economics or relevant equivalent, supplemented by training in statistics and quantitative methods in economic research or poverty / food insecurity analysis.
-At least five years of experience including at least two years in a senior capacity in a national, international or governmental organization focusing on poverty analysis and statistics in developing countries.
-Excellent command of spoken and written English and Arabic.
-Strong analytical skills with extensive knowledge of the Gaza Strip’s socioeconomic environment and history;
-Rigorous and detailed-oriented;
-Knowledge of poverty measurements methodologies, statistics and other socioeconomic measurement tools;
-Ability to compile, validate and analyse statistics, as well as presenting findings in a user-friendly manner;
-Technical knowledge in poverty targeting mechanisms, particularly proxy-means testing;
-Advance knowledge in the use of econometric tools and statistical software (e.g., SPSS, STATA, SAS);
-Ability to work as part of a team, but also to conduct research independently (depending on task);
-Proven writing and communication skills.
-It is desirable to have experience in food security analysis.
CONDITIONS OF SERVICE
-Monthly Fee may vary from $1,670 to $ 2,169 based on qualifications and experience.
-Contract Duration: One year. Extension is subject to continued need, availability of funds and satisfactory service.
