JOB DESCRIPTION:
The successful candidate for this job will be directly responsible to Vocational Training Coordinator Rehabilitation Center for the Visually Impaired (RCVI).

MAIN RESPONSIBILITIES In accordance with established Agency policy and procedures, the ideal candidate:
-Conducts surveys designed to identify local vocational employment
-opportunities for visually impaired persons; assists, and ensures that persons with disability find suitable employment;
-Conducts regular follow up visits to employers who employ visually impaired persons, conducts job studies and provides support and advise on improving the productivity of the visually impaired; maintains records thereof;
-Provides Guidance services on employment, self-employment options and vocational and career guidance to visually impaired seeking employment;
-Organizes workshops for potential employers on the benefits of employing visually impaired persons and provides them with related information on employment methods; participates with the Relief Social Services Programme Social Workers in the efforts of awareness in the field of visually impaired placement;
-Follows up the changing market requirements in order to achieve, to the extent possible, participation of visually impaired workers and assists in marketing their products;
-Evaluates the placement programme and activities; participates in meetings, workshops, training courses and other elements of RCVI as advised by Principle of RCVI;
-Prepares annual/weekly placement program plans and participates in preparing the RCVI annual work plan; prepares periodic reports; provides input in the preparation of placement budget and monitors expenditures in consultation with RCVI;
-Maintains close contact with local trade unions, Chamber of Commerce & Industry, and vocational training institutions to follow up on and improve training opportunities for the visually impaired;
-Performs such other duties as may be assigned.

PERSONAL & PROFESSIONAL COMPETENCIES
-A university degree preferably in rehabilitation, guidance and counseling, educational psychology or business administration.
-At least two years of experience in educational administration, including at least one year as a trainer, in addition to related working experience with people with disabilities.
-Good command of spoken and written Arabic and English.
-Ability to identify people with disabilities’ needs and suggest appropriate solutions;
-Ability to establish priorities and to plan, coordinate and monitor work plans;
-Excellent drafting and oral communication skills;
-Ability to establish effective internal and external work relationships at all levels;
-Knowledge of statistical preparation, research and evaluation methods and analytical skills;
-Proficiency in computer applications especially MS Office programmes;
-Its desirable to have experience in career and placement and experience in promoting/resourcing community development projects;
-Its desirable to possess of a valid driving license;

CONDITIONS OF SERVICE
-Basic Salary: Monthly basic salary $1013.40; plus a currency adjustment factor (present rate 12%) and monthly dependency allowance up to $123.25.
-Contract Duration: Three years including 1 year probation period.
-Leave: 30 days annual leave
-Pension: Provident Fund contribution
-Other conditions of service and benefits may apply.

EQUIVALENCY :
Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered

Where there are two or more equally qualified candidates, selection preference will normally be given to internal candidates, Palestine Refugees and candidates of the under-represented gender. An internal candidate with a temporary-indefinite or fixed-term appointment selected for this post will retain his/her current contractual status and entitlements in accordance with current letter of appointment and applicable Area Staff Rules. With their prior agreement, candidates who are approved as suitable for appointment but are not the selected candidate for this vacancy, will be placed on the Agency’s roster of pre-approved candidates for a period of up to one year, and may be considered for future vacancies in the same position.
The Agency maintains the discretion to fill future vacancies for this position from the roster without readvertising the vacancy.
