JOB DESCRIPTION:
The successful candidate for this job will be directly responsible to Principal Rehabilitation Center for the Visually Impaired (RCVI).


MAIN RESPONSIBILITIES:
 In accordance with established Agency policy and procedures, the ideal candidate:
-Screens visually impaired refugees for whom vocational rehabilitation is indicated, prepares case studies on their needs and abilities and makes recommendations to the Principal RCVI; processes local arrangements for their travel, if needed, and admission to approved institutions, ensures that the visually impaired trainees are provided with meaningful skills, in particular those who may have the opportunity to become professional trainees; and liaises with Principal RCVI on their following up requirements;
-Provides technical support and advice to RCVI staff in respect of vocational rehabilitation of the visually impaired and conducts or participates in local in-service training for these staff; participates in meetings, workshops, and training courses; conducts or supervises training sessions and workshops for the visually impaired after assessment of their needs;
-Liaises with UNRWA Vocational Training Centres, local organizations, institutions and voluntary agencies interested in the training and rehabilitation of the visually impaired, to share experiences and expertise; explores facilities within the local community for the vocational training of the visually impaired, and co-ordinates access thereof;
-Monitors training courses provided by other parties, including assessment of training materials to ensure the suitability with each individual trainee and evaluates the effectiveness of training courses;
-Prepares, as advised by Principal RCVI, training budget and monitors expenditure; carries out the routine administrative duties related to vocational rehabilitation and participates in the preparation of the annual work plan;
-Co-operates with Field Departments to facilitate the access of visually impaired refugees to UNRWA services and the linkage of Social Workers with education and health staff involved with disabled individuals or groups; shares information gathered on the disabled; coordinates and cooperates with Guidance and Placement Asst. and other RCVI staff in conducting market studies and employment;
-Compiles and maintains up-to-date records and statistical data on the vocational rehabilitation opportunities secured for visually impaired in the Field and abroad; guides visually impaired seeking vocational training or employment; and in consultation with Principal RCVI and other staff, develops key result areas and performance indicators for training activities;
-Conducts or participates in surveys to build up a database on visually impaired persons to determine the size and nature of the problems they face; analyzes the findings of these surveys and makes appropriate recommendations for action;
-Performs such other duties as may be assigned.

PERSONAL & PROFESSIONAL COMPETENCIES
-A university degree preferably in rehabilitation, guidance and counseling, educational psychology or business administration.
-At least three years of experience in educational administration, including at least two years as a trainer, in addition to related working experience with people with disabilities.
-Good command of spoken and written Arabic and English.
-Ability to identify people with disabilities’ needs and suggest appropriate solutions;
-Ability to establish priorities and to plan, coordinate and monitor work plans
-Excellent drafting and oral communication skills;
-Proficiency in coordinating and / or providing training programmes;
-Proven ability in establishing effective internal and external work relationships at all levels;
-Knowledge of statistical preparation, research and evaluation methods and analytical skills;
-Proficiency in computer applications especially MS Office programmes.
-Its desirable to have Train-the-Trainers (or equivalent) certification;
-Its desirable to possess of a valid driving license;

CONDITIONS OF SERVICE:

-Basic Salary: Monthly basic salary $1145.50; plus a currency adjustment factor (present rate 15%) and monthly dependency allowance up to $123.25.
-Contract Duration: Three years including 1 year probation period.
-Leave: 30 days annual leave
-Pension: Provident Fund contribution
-Other conditions of service and benefits may apply.


EQUIVALENCY :
Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered

Where there are two or more equally qualified candidates, selection preference will normally be given to internal candidates, Palestine Refugees and candidates of the under-represented gender. An internal candidate with a temporary-indefinite or fixed-term appointment selected for this post will retain his/her current contractual status and entitlements in accordance with current letter of appointment and applicable Area Staff Rules. With their prior agreement, candidates who are approved as suitable for appointment but are not the selected candidate for this vacancy, will be placed on the Agency’s roster of pre-approved candidates for a period of up to one year, and may be considered for future vacancies in the same position.
The Agency maintains the discretion to fill future vacancies for this position from the roster without readvertising the vacancy.
