MAIN RESPONSIBILITIES:
-Plans, develops and manages implementation of procurement functions and compliance of procurement procedures; is responsible for immediate supervision of team of Procurement and Contracting; plans and allocates work assignments; coaches, mentors and evaluates staff; participates in recruitment and selection of new staff and in the development of training programmes;
-Performs quality assurance functions in relation to all Gaza Field Procurement and Procurement Cycle Management; analyzes and evaluates procurement requisitions and supervises the procurement team in task prioritization; approves work plans and ensures work flow and achievement of results; oversees List of Requirement/List of Requirement Consolidated (LOR/LRC) submissions and coordinates with the HQ (Amman) on Local Procurement Authority (LPA) matters;
-Oversees development and preparation of highly complex contracts and is responsible with the FPO to post tenders on United Nations Global Marketplace (UNGM) and UNRWA web sites; identifies priority activities and assignments and adjusts priorities as required; plans time and coordinates resources to achieve targeted goals;
-Oversees preparations and ensures quality requirements of submissions to the Local Committee for Procurement (LCP)/Agency Committee for Procurement (ACP) reviews and subsequent approval by the awarding authorities; presents the cases to advisory committees and awarding authorities in the absence of the FPO;
-Contributes to development of procurement policies and procedures; develops standards and criteria for the evaluation of goods, services, supplier capacity in line with the UNRWA Procurement Manual and rules and regulations;
-Performs such other duties as may be assigned.

PERSONAL & PROFESSIONAL COMPETENCIES
-Advanced university degree in supply chain management, business administration, public administration, commerce or related field.
-Seven years of experience in procurement related function of which at least three years have been in a supervisory position.
-Experience or training in the use of personal computers and in operating of standard software applications such as MS-Word, Excel, Access.
-Excellent command of spoken and written English.
-Proven ability to perform at the supervisory level with minimal direct supervision.
-Highly developed verbal and written communication skills, including the ability to explain difficult issues,
-Demonstrated ability to manage the entire procurement process.
-Strong organizational skills, and ability to meet deadlines and to manage multiple tasks effectively and efficiently, prioritizing activities and assignments.
-Professionalism; judgment; decision making; commitment and integrity.
-High proficiency in standard computer applications including MS Office.
-Possession of a valid driving license.
-It is desirable to have experience in working with the UN procurement rules and regulations; and experience in using Enterprise Resource Platforms or procurement specific software applications.

CONDITIONS OF SERVICE
-Basic Salary: Monthly basic salary $1507.70; plus a special professional allowance 25%; plus a currency adjustment factor (present rate 18%) and monthly dependency allowance up to $123.25.
-Contract Duration: Three years including 1 year probation period.
-Leave: 30 days annual leave
-Pension: Provident Fund contribution
-Other conditions of service and benefits may apply.

Where there are two or more equally qualified candidates, selection preference will normally be given to internal candidates, Palestine Refugees and candidates of the under-represented gender. An internal candidate with a temporary-indefinite or fixed-term appointment selected for this post will retain his/her current contractual status and entitlements in accordance with current letter of appointment and applicable Area Staff Rules. With their prior agreement, candidates who are approved as suitable for appointment but are not the selected candidate for this vacancy, will be placed on the Agency’s roster of pre-approved candidates for a period of up to one year, and may be considered for future vacancies in the same position.
The Agency maintains the discretion to fill future vacancies for this position from the roster without readvertising the vacancy.
