The World Bank and the Government of Finland are going to finance the Second Land Administration Project (LAP 2). The development objective of LAP 2 is “to establish a sustainable, efficient and transparent land registration system in the project areas. The Palestinian National Authority ( PNA) received Project Preparation Advance (PPA) from the World Bank ) for completing project preparation of the second Land administration Project. The PLA is now seeking the services of highly motivated individuals for the following position:

Public Awareness and Community Participation Specialist (PACP).

Duration of the assignment: The entire duration of this contract will be for a total of 63 man months. The contract will b for an initial period of 3-4 before the effectiveness of the project.

Main Duties and Responsibilities:
-Assist to prepare a strategy and work plan for enhancing public awareness and community participation.
-Review the work plan on a regular basis and follow-up details included in the Annual Work Plans and periodic reports submitted by LAP2 to the PSC, PMU, AG and donors.
-Prepare guidelines and formats for drafting community profiles at the land registration locations before start of titling work based on secondary data and discussions with community members.
-Engage in media/communications development work within the Field Office (and land registration locations), and help to coordinate supervision missions’ field visits and other visitors.
-In close consultation with the PMU and other advisors develop, prepare and where necessary regularly publish, on behalf of the PLA, a newsletter on land registration activities under LAP2.
-Support the regional office and Field Office to organize special events.
-Regularly prepare simple documents for dissemination on LAP2 efforts and progress achieved.
-Perform other duties as may be assigned by the Project Director.

Personal qualifications:
-An advanced university level degree in Sociology, Social work, land law, Urban planning, Communications and/or Media, or any other related field – a master degree would be desirable.
-At least 5 years of previous experience with a development agency, development organization or community based organization which has required and sustained interaction with the communities.
-Excellent verbal and written communication skills in English.
-Good knowledge of computers and skilled in the use of basic software like word, excel and power point.
-Strong team -work skills, demonstrated ability for inclusive interaction and decision –making, ability to function amidst diversity and treat people with respect and fairness.
-Excellent organizational skills, proactive nature with high value accorded to timely response to issues.
-The ability to work under pressure and ensure time lines of delivery of tasks.

Reporting:
The Public Awareness and Community Participation Specialist will be based in PMU office in the PLA in Ramallah. He/she will report to the PLA Project Director of the PMU.
