The Palestine Monetary Authority is an autonomous organization contributing to the development of the Palestinian economy through its work in economic analysis and forecasting, supervision of banking and other financial institutions so as to maintain the soundness and efficiency of the financial system. It invites qualified candidates to submit their resumes for the following positions:
1- Title: Systems Administrator
General Description
The IT Systems Administrator is responsible for all aspects of systems in PMA data center and disaster recovery sites, including servers hardware, operating systems, configuration scripts, applications, storage, and security. This covers tasks such as the implementation, configuration, coordination, control, maintenance, troubleshooting, security, usage and capacity monitoring and the development of specialized system procedures related to the systems in the PMA. The Systems Administrator reports to the Division Chief of Operations and Control.
Minimum Requirements
1- BA in Computer Science, Management Information Systems, or related field from an accredited university.
2-Licenses and certificates such as MCSE 2003, RHCE, MS Exchange 2003, CCNA or any other related certificate is a distinct advantage
3- Four years practical experience in systems/network administration, with substantial experience in Unix and Windows server environments
4- Disaster recovery center experience is an advantage.
5- Demonstrated competency in project management.
2- Title: Unit Head, Risk Analysis
General description
The Head of the Risk Analysis Unit will be responsible for monitoring the performance and risks in reserve management operations, including performance measurement of investment portfolios, and the results of reserve management operations in an absolute manner, and against pre-determined performance benchmarks. The Unit Head will also be responsible for measuring the risks in investment operations, and monitoring compliance of the Front Office with the decisions of the Investment and Reserve Management Committee. He/She submits periodic reports to the Division Chief of the Reserve Management who in turn informs the Committee of these reports on an ongoing basis.
Minimum Requirements
1- BA or MA in finance, accounting, banking science or economics from an accredited university. Certificate in Financial Risk Management (CFRM) or any other relevant professional certificate is a distinct advantage.
2- Four years of practical experience relevant to financial analysis andor analysis and management of investment risks in a financial or banking institution, with emphasis on stock market operations, fixed return instruments, and foreign exchange. International experience is a distinct advantage.
3- Ability to analyze the counterparty and credit risks, and fundamentals of external credit ratings, and knowledge of global and regional financial markets.
4- Good knowledge of applicable laws and regulations as they relate to investment.
5- Good knowledge of PC software packages including Ms Office and internet, and experience in using SPREAD SHEETS, and financial analysis and risk management applications and Bloomberg and Reuters services.
3- Title: IT Auditor
General description
The IT Auditor conducts information technology audits of PMA systems and applications and those of the institutions under its supervision.
He/ She conducts impartial evaluation of the controls, standards and parameters to ensure the safety of the PMA with regard to information
technology and its ability to continue to conduct business under all circumstances. The IT auditor helps to develop recommendations that strengthen internal controls in the field of information technology. He/She ensures the existence of credible and reliable standards and controls in the PMA’s information systems, its level of security and exposure to penetration, damage and destruction among other risks.
Minimum Requirements
1-BA in Accounting / IT or both from an accredited university. A graduate degree and/or certification (CISA or similar) is preferred.
2-Four years experience in IT auditing, and high level of proficiency in information systems development methodologies and control concepts. Extensive experience in network design and structure, and in performing new systems development audits, and/ or other related work experience. Experience in IT audit in a leading financial institution is a distinct advantage.
3-Relevant computer skills such as: Windows, Word, Excel and PPT. Accounting software knowledge is an advantage.
4- Title: Secretaries
General Description
The Secretary will be responsible for providing administrative support to the work of his/her department, including management of the day to- day schedule and agenda of the supervisor, travel arrangements, meeting minutes, phone calls, in and out correspondence, filing, typing and coordination with other departments and PMA staff and external parties and other duties as directed. He/She is expected to delivers all above mentioned in a responsible, precise, and tactful manner.
Minimum requirements
1- Two-year diploma in business administration, office management or secretarial work.
2- One to two years practical experience in administrative and secretarial work, office management or other relevant field.
3- Strong interpersonal communication skills
4- Sound knowledge and skills in MS-Office, Internet, email and other work-related applications.
Candidates of all positions are expected to have:
The ability to communicate verbally and in writing in Arabic and English fluently, and a demonstrated ability to make clear and concise presentations in these languages.
