تُعلن الأمانة العامة للإتحاد العام للمرأة الفلسطينية عن حاجتها لوظيفة مُدير/ة مشروع لدعم تطبيق قرار مجلس الأمن 1325 حول المرأة والسلم والأمن، وذلك وفق الشروط والمؤهلات التالية:-
-أن يكون على الأقل حاصل على شهادة البكالوريوس في أحد المجالات التالية: الدراسات السياسية/ إدارة أعمال/ التنمية والنوع الإجتماعي/ أودراسات في مجالات مشابهة.
-خبرة في مجال ادارة المشاريع لا تقل عن 4 سنوات.
-خبرة لا تقل عن سنتين في العمل ضمن آلية "الضغط والمُناصرة" بما يخص المُساواة والتمكين للمرأة.
-خبرة لا تقل عن سنة في مجال المُشاركة السياسية للمرأة – الأمن والسلم.
-خبرة في العمل مع مؤسسات المُجتمع المدني.
-يفضل من لديه خبرة في العمل مع المؤسسات الدولية.
-أن يكون لديهن/م مهارات لغوية وكتابية ممتازة باللغة العربية والإنكليزية مع خبرة جيدة في استخدام وسائل التواصل الاجتماعي (Facebook, Twitter,Youtube)

Project Manager: Advancing the Implementation of UNSCR 1325 in Palestine
Location :General Union of Palestinian Women (GUPW) - Ramallah
Application Deadline : 30 April, 2016
Contract Duration: One year (with possibility of extension)

Background
The GUPW is implementing a programme on the “Advancement of the Implementation of UNSCR 1325 in Palestine” through support of UN Women and funding from the European Union (EU). UN Women plays an innovative and catalytic role in the occupied Palestinian territory (oPt) since its inception in 1997. UN Women Palestine focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal and thoroughly taking into consideration the specificities of the oPt context, UN Women concentrates its efforts and interventions toward the realization of following strategic goals: Engendering governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.
The GUPW in partnership with UN Women through the project will work to enhance Palestinian women’s transformative leadership to participate in decision-making processes in all walks of life, and to support the incorporation of a women’s rights agenda in legal, regulatory and institutional frameworks. It also aims to foster women’s participation and leadership in conflict resolution and state building processes on the basis of UNSCR 1325, actively supporting their increased engagement with decision-makers so as to increase their influence locally and internationally. To these ends, GUPW through support of UN Women in Palestine will be working on implementing a programme that is funded by the European Union (EU) as detailed below.
Project Title: Advancing the Implementation of UNSCR 1325 in Palestine
A number of United Nations Security Council Resolutions (UNSCR) call for equal and active representation of women at all decision-making levels in national, regional and international institutions and mechanisms for the prevention, management, and resolution of conflicts. They also call for the protection of the rights of women and children during armed conflict and attention to their special needs. In the oPt, UNSCRs on women’s peace and security are not being respected and specific systems to regularly monitor and report women’s rights violations Palestinian women are not available. Moreover, Palestinian women have been voiceless with very few women participating in peace talks or in the internal reconciliation committees thus leaving no space to integrate women’s concerns and priorities in achieving a Palestinian statehood. Women are generally regarded as passive actors of the reconstruction and rehabilitation efforts and are seldom consulted by decision-makers, thus leading to a loss of confidence and a growing scepticism by women themselves on the role women can play in peace-building and conflict resolution, reconstruction and development efforts.
To address the above and in alignment with the National Strategic Framework on the UNSCR 1325 and the UN Women’s development result framework Impact Area 4 “Women’s leadership in peace, security and humanitarian response”; the GUPW will be working in partnership with UN Women and in close coordination with the Culture and Free Thought Association (CFTA) in Gaza on the implementation of the programme with the overall objective of contributing to the development of an enabling environment for women’s leadership and political participation in conflict resolution, state-building and peace processes in the oPt on the basis of UNSCR 1325; specifically the programme aims 1) To advocate with and increase awareness of political leadership in the oPt of the importance of national implementation of UNSCR 1325; 2)To increase awareness and public support among men and women living in conflict-affected and marginalized areas in the West bank and Gaza of the UNSCR 1325; and 3)To build capacities and create opportunities for Palestinian women and women’s organizations and networks to influence state-building and peace building processes. The Programme is generously supported by the EU.
Duties and Responsibilities
Under the overall supervision of GUPW, the Project Manager will be responsible for ensuring the overall implementation of the project, which includes:
- Project planning and implementation
- Technical oversight and support
- Advocacy and partnership building
- Knowledge building and communication
- Coordination with UNSCR 1325 National Coalition Members and CFTA to ensure achievements of UN WOMEN’s overall project goals and outcomes.
Project planning and implementation
The Project Manager will be responsible for ensuring the proper daily management of the project in addition to the development of the detailed action plans and follow up implementation in close coordination with stakeholders and target groups.
Monitoring and Evaluation
- Ensure systematic monitoring and reporting on project implementation and results;
- Follow up on performance indicators/ success criteria, targets and milestones;
- Participate inGUPW’s project reviews and financial project evaluation;
- Prepare project reports, inputs to annual report sand any other reports as requested;
- Follow-up financial expenditures, disbursements, budgets and work plans and ensure compliance with project agreed budgets and targets as in the agreement;
- Coordination, follow up and presentation of information for UN WOMEN audit of the project when required;
- Follow up with UN Women on the financial advances and closure of these advances within the agreed timelines.
Advocacy and partnership building
- Facilitate partnership and collaboration with the UN Women, PA institutions (including MoWA) and partner CSOs and CBOs, including but not limited to UNSCR 1325 National Coalition, as well as International Organizations working on promoting women peace and security in Palestine, to support the achievement of project’s results;
- Engage in dialogue and advocacy on women political participation and the UNSCR 1325 with national partners and stakeholders as well as with international organizations;
- Contribute to the implementation of the visibility and communication plan of the project.
Knowledge building and communication
- Ensure effective implementation of the communications and visibility plan of the project, in close cooperation with UN Women's relevant project team in the West Bank and Gaza and UN WOMEN’s Communication Officer;
- Manage the development of knowledge products;
- Ensure that best practices and lessons emerging from the project are shared with other relevant stakeholders at national level as well as internationally;
- Represent the organization as required by the project and authorized by supervisor;
- Other relevant tasks as requested by the GUPW.
IV. Impact of Results
- Work plan and monitoring and evaluation plan for the implementation of the project is developed and implemented.
- Optimal use of the budget and human resources is ensured.
- Capacity of partner CSOs and women groups on women political empowerment and on implementation requirements of the UNSCR 1325 is strengthened.
- Partnerships and networking with national and international stakeholders in the area of women political participation and on the UNSCR 1325 is advanced.
- Contribute to the implementation and dissemination of the UNSCR 1325 National Action Plan.
- Support to the further expansion of the projects to other stakeholders.
- Target groups and women groups are trained on political participation and on accessing decision-making circuits.
- Target group are more aware of the UNSCR 1325 and able to better advance the nationalization of the UNSCR 1325 at the Palestinian level.
Time frame:
The assignment is expected to start in May 2016.
Required Skills and Experience
Education:
A minimum Bachelor degree in Political Studies, Business Administration, Development and Gender Studies or related field.
Experience:
The Project Manager should have the following experience:
- 4 years of relevant experience in project management and advocacy on women rights.
- At least 2 years of proven experience in advocacy on advancing gender equality and women’s empowerment.
- At least 1 years of experience in advancing women’s political participation and women, peace and security.
- Previous experience in working with public institutions and CSOs.
- Previous experience working with International Agencies in the development sector is an asset.
Language Requirements:
Fluency (both oral and written) in English and Arabic.
