UNRWA is the United Nations agency responsible for the protection, care and human development of a population of some 4.6 million Palestine refugees living in the Gaza Strip, the West Bank, Jordan, Lebanon, and the Syrian Arab Republic. PLACE IN THE ORGANISATION

MAIN RESPONSIBILITIES

In accordance with Agency policy and procedures, the ideal candidate will:

- Review of the current Technical instructions and Policy (Vision, Objectives, Needs Assessment, Recruitment policy, Operations, Finance and Payments, Monitoring & Evaluation... etc)
- Development of new policies / Procedures (Partnership, External Projects, Labour Law Complaints, Authority and Delegations, Communication, Gender, Exceptions and Approvals).
- Identify any new procedure / systems that may be required to enable the Job Creation Programme deliver services to Palestinian refugees as per best practices in the sector.
- Draft new policies and procedures for areas that are not currently addressed.
- Consolidate of the new and existing Policies and procedures into an overall Integrated Policy, Operational and Procedural Manual for the JCP - Gaza
PERSONAL & PROFESSIONAL COMPETENCIES
- A university degree from an accredited educational institution in business administration, engineering or other related field;
- At least 5 year of working experience in international, UN, NGOs in tasks directly related to policy/procedures setting & strategy planning and analysis.
- Proven expertise related to the review of organizational policies, procedures and practices, and knowledge in developing organizational manual and operational procedures.
- Excellent writing, editing, and communication skills in English.
- Previous experience in public sector and consultancy body is an added advantage.
- Experience of working in a developmental context will be an advantage.

CONDITIONS OF SERVICE

- Remuneration and other contractual modalities will depend upon the needs of the assignment and the candidate's qualifications, experience and the level of expertise.
- Contract Duration: The contract will be valid upon signature and expires after four months duration
- Other conditions of service and benefits may apply.

EQUIVALENCY
When the minimum requirements are not fully met, the Director of Human Resources; in consultation with the Director of UNRWA Operations, Gaza may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.

NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
