Job purpose summary:
The CPC will be responsible to provide the needed support for 4 localities in the Gaza and north governorate in addition to provide capacity building schemes to the targeted communities as well as to initiate community initiatives. He/she is expected to create/improve linkages to build dialogue and foster stable dynamics among stakeholders. The targeted committees previously received training on emergency and contingency planning, and will further benefit from additional capacity building efforts that will enable the facilitation, identification of protection cases, and advocacy mechanism and tools to engage efficiently with local decision-makers.
Job Responsibilities:
As part of the project team, it is expected that the CPCs coordinator be responsible for:
-Closely oversight the coordination process among CPCs,
-Facilitating workshops, meetings, discussions, etc…
-Participate in the capacity building program for the CPCs,
-Fully supervise the CPCs during the community assessment process and follow up the implementation of community initiative.
-Coordinate with the committee members to set up and run reception spaces and an administrative office managed by 7 members, selected equitably;
-Protection monitoring: identify and collect information relating to the protection situation (protection risks and incidents, population movements, etc. of populations in the intervention zone;
-Assist the targeted CPCs to update maps of basic social services (livelihoods, medical, psychosocial, legal, etc.) with their location and access conditions;
-Be able to assist the CPCs to identify main human rights violations;
-support the CPCs to set up and implement a community protection action plan with sensitization and advocacy activities;
-Listen to, advise, guide and refer protection cases; Strengthen the capacities, knowledge and skills of the communities concerning protection threats, as well as behaviors to be adopted.

SKILLS AND COMPETENCIES
Interested applicants should have at least the following competencies:
-Lead designing the community-based disaster risk assessment methodology and process in coordination with the Project coordinator,
-Provide technical supervision, monitor and implement the process,
-Facilitate / lead the community selection activities including discussions with governorates municipalities, CBOs, local key informants and desk review;
-Facilitate/Conduct the focus group discussion assessment activities, incl. usage of Participatory Rural Appraisal tools in the targeted communities,
-Facilitate the establishment of Community Protection Committees;
-Delivering potentially needed training to community members and protection committee members;
-Perform the data analysis and establishment of the community action plans;
-Finalize/update the community plans with the Community Protection Committees and provide feedback to the communities including hazards maps, risk assessments and community plans;
-Establish and Train the Community Protection Committees on advocacy and community mobilization;
-Follow up the publication development and dissemination of assessment’s results;
-Prepare periodical reports as requested by PARC and donor in consultation with the Project coordinator;
-Ensure relevant target groups are identified and informed of the planned events/sessions in advance;
-Resolve all challenges related to awareness interventions using community-based approaches;
-Prepare activities reports on regular basis and share it with management for reviews and input;
-Perform any other tasks related to the task,
-Excellent communication, interpersonal, and networking skills,
-Adhere to organizational policies and procedures, respect organizational principles at all times, and maintain organizational confidentiality.
-Demonstrate the ability to form and maintain strong, collaborative working relationships with government officials, community organizations, and other stakeholders.
-Excellent command of the Arabic language where English recommended,
-Excellent knowledge of computer programs with experience in statistical programs or other related software (preferred).
Required Academic Qualifications and Experience:
Education:
- Bachelor degree in humanities and social sciences or a relevant field.
Experience:
- At least 3 years of relevant experience in areas related to community protection.
Language:
- Arabic & English
Others:
- Extensive filed work and ability to commute between project implementation sites
- Excellent communication skills.
- Good knowledge of the context of vulnerable areas in Gaza Strip;
- Working in development with special emphasis on socio-economic empowerment issues with evidence, scalability and sustainability.
- Excellent computer skills especially MS office.
- Proven ability to work in a multidisciplinary team
