The Ministry of Education & Higher Education (MOEHE) has received a grant from the World Bank, International Development Association (IDA) towards the cost of Tertiary Education Project. The project aims at (i) improving the policy making environment for tertiary education management, governance and quality assurance (ii) increase internal and external officiency of tertiary education institutions as a first step towards achieving sustainability and (iii) create incentives and provide the basis for inprovements in quality relevance and equity of tertiary education institutions in order to
meet the socio-economic needs of the Palestinian population.

The Ministry announces the following connsultancy, to be financed as past of the project:

Position: Education Specialist.

Main Tasks and Responsibilities:
-Provide timely advice and conduct orientation workshops for tertiary institutions as to the nature of the QIF and the application process. Be available to tertiary institutions sa they develop proposals and undergo the application, review and selection process
-Assist the QIF board define the technical aspects of the calls for proposals related to teacher education
-Advise the QIF board on technical aspects of the evaluation of proposals related to teacher education
-Screen proposals related to teacher education internally and send recommendations - with detailed explanation
- to the QIF board that will decide on the final results of the internal screening and approve sending
the proposals to the external reviewers for detailed review.
-Participate in selecting external reviewers who will review and evaluate the received proposals from the TEIs.
-Monitor the progress of funded projects through site visits and quarterly reports.
-Ensure with the Project Coordination Unit (PCU),that effective monitoring and evaluation is undertaken by Beneficiaries.The education specialist should continuously follow up the following issues:
-To what extent have the Beneficiaries been successful in achieving progress in the implementation of the grant, , according to pre-set indicators.
-Are the Beneficiaries complying with the QIF operational guidelines, policies and procedures.

Minimum Required Qualifications:
-The following mimimum of a Master degree in Education.
-At least 5 years of relevant experience, in the context of Education.
-Highly skilled in communications, leadership, writing and evaluating proposals
-Demonstrated knowkedge of the Palestinian Tertiary Education system.
-Has self initiative, is dynamic in establishing relationships and constant site visits to TEIs, hardworking, and capable of working well in teams

Pace of Work:
This post shall be based within the QIF unit at MOEHE headquarters in Ramallah-Um Al Sharayet.
