seeking a highly motivated Project Manager for a full-time position at PEC’s office in Ramallah to work on a Project which aims at supporting energy efficiency in strategic sectors (commercial, industrial, electric distribution, construction, etc…) in Palestine. This Project will provide support (e.g. technical, administrative and financial) to implement energy efficiency upgrades. The project’s focus is to reduce energy usage for municipal, commercial, industrial, etc... through comprehensive energy audits and the delivery and installation of energy efficiency measures. The Project is supported by various donors
including the Agence Française de Développement (AFD), the French Development Agency and FFEM, the French Global Environment Facility. This is a senior-level staff position, reporting to the Director of the Program Management Unit
established within PEA. The project manager will be responsible for the implementation of the project. His/Her responsibilities will be as follows:
• Work with stakeholders of the strategic sectors to identify and develop energy efficiency sub-projects from initial identification and evaluation to installation and measurement and verification (M&V).
• Develop and manage relationships with different stakeholders (customer, utility representatives, contractors, etc...
• Work with various stakeholders to obtain implementation proposals and review the project scope of work and technical proposal documents to make sure the project energy savings will be achieved upon implementation.
• Develop interest in the sub-projects and enlist participants.
• Work as part of a team, manage contractors, customers, and other team members. Ensure that the evaluation, implementation, and verification of sub-projects under the Project are successfully executed.
• Manage project progress and report status developments on a regular basis.
• Report project’s progress to PEA/PEC and to the donors that are financing the project.
• Maintain detailed and accurate records of project data, documentation, and activities.
• Review technical reports and calculations for consistency and accuracy and work with team to resolve issues.
• Project invoicing, reporting, and other project responsibilities.
• Assist with marketing activities for the Project, including communication and visibility.
• Develop and implement an energy efficiency monitoring system.
• Responsible for personal and subordinate time management for those projects.
• The Energy Efficiency Project manager assumes responsibility for day-to-day operational management and implementation of activities and functions of the project.
Qualifications:
• BS in Mechanical/Electrical/Energy Engineering, MS is an advantage.
• Seven to 10 years of project management experience in design, construction, or energy efficiency programs, with at least five of those years in a team leadership or management role.
• Good knowledge of the energy sector. Knowledge of the Palestinian energy sector is an advantage.
• Highly motivated and self-directed, with history of taking initiative to solve problems.
• Ability to work as an integral part of a project team.
• Good command in Arabic and English, writing, reading and speaking.
• Proven track record of delivering of large-scale projects and managing multiple projects simultaneously.
• Experience overseeing all aspects of the project, including planning, resource allocation, and budget.
• Strong communication skills, including analytical, technical writing, team building, collaboration and problem solving.
• Ability to communicate with individuals at all levels.
• Proven leadership and management ability.
• Ability to maintain detailed and accurate project records.
• Computer skills and usage.
