About “Youth Economic Empowerment in Palestine - YEP” Project
The EU-funded Youth Economic Empowerment in Palestine (YEP) project addresses the lack of economic prospects for Palestinian youths, with a special focus on young women and other youth groups at risk of exclusion. Youth’s capacities to access wage- and self-employment opportunities are targeted through three different types of support under YEP:
The first result area relates to the development and operation of the ‘First Employment Facility’ (FEF), including laying the groundwork for an automated, online skills-based job matching platform (which is the object of this assignment). The FEF is a Work Readiness Programme that helps graduates of vocational training and higher education to enter the labour market, by matching graduates with open vacancies including 21st century (soft/life) skills training and technical on-the-job training. Employers are incentivised through wage subsidies.
Under the second result area, unemployed and employed graduates of vocational training and higher education institutions are given the opportunity to reskill or upskill to enhance their opportunities for decent and sustainable employment through combining acquiring additional technical and 21st century (soft/life) skills, with on the job-training (Work-Based Learning).
The third result area on business development aims to enhance access to self-employment. Under this result area young women and men at risk of exclusion from the labour market are supported to establish sustainable micro- or small businesses that are viable in their local economies and generate sufficient income to meet their livelihood needs and improve their individual resilience.
Purpose of this invitation
Enabel is seeking external expertise to conduct Action Research on the First Employment Facility (FEF).

1. This tender is VAT excluded under certain conditions, defined in the tender documents.
