Background:

The East Jerusalem Young Men's Christian Association (EJ-YMCA) founded in 1948, is a vibrant and integral part of the Palestinian social movement and a leader among Palestinian Non-Governmental Organizations. It is an independent, neutral and professional organization, affiliated with the global YMCA movement. As a member of the World Alliance of YMCAs, the EJ-YMCA is committed to a unique vision of community, based on the universal values of human dignity, peace, and justice. 

The Rehabilitation Program is one of the programs of the EJ-YMCA. It was initiated in 1989, to provide quality rehabilitation services for the youth injured due to the political violence during the first Palestinian uprising “Intifada”. The goal was to re-integrate the youth into their communities and enhance their living conditions. 

The Rehabilitation Program has evolved through the years to become one of the leading rehabilitation services on the national level that addresses mental health and economic independence for Persons with Disabilities, and survivors of political violence. The program adopts a holistic approach for the provision of services, which includes psychosocial counselling, vocational training, community mobilization and advocacy initiatives, with the aim to empower young people and support the realization of their rights to participate in the social and economic life and improve their wellbeing.   

The Rehabilitation Program at the EJ-YMCA is working on the “CpiE Ex-detainees Project- Creating circles of protection and care of children and their families affected by conflict violence and right violations” in collaboration with Save the Children – Palestine. This project aims to address the psychosocial effects of detention on children and their caregivers through a holistic approach of delivering Mental Health and Psychosocial Support (MHPSS) and rehabilitative services. Our goal is to facilitate the children's reintegration into their communities.

Objective of the assignment:

The overall objective of delivering the activity is to Conduct advocacy and human rights training sessions, the Rehabilitation Program of the EJ-YMCA seeks to contract with a trainer/company to conduct advocacy and child rights training sessions to empower ex-detainee children with the necessary skills and knowledge to effectively advocate for their rights.

Submission of proposals:

  • Interested and Qualified candidates who meet the criteria are encouraged to reach out to the project’s focal point via email at [email protected]or by phone at 
  • Closing date for submission of proposals is no later than Saturday December 28th, 2024, @ 12:00 pm.
  • Proposals must be submitted in a sealed and stamped envelope, addressed to: East Jerusalem Young Men’s Christian Association YMCA, Rehabilitation Program, Beit Sahour, YMCA Street.
  • Quotations in response to this RFP must be priced on a fixed price, all-inclusive basis. Prices must be presented in ILS excluding Offers must remain valid for not less than ninety (90) calendar days after the offer deadline.

Submission Requirements:

The proposal must be submitted in two parts:

  • Financial Part: the offer must be submitted in ILS excluding VAT.            
    • The financial proposal should indicate the price per hour.
    • The total cost should be "all-inclusive" and cover all the training’s expenses, supplies, and any required insurance and taxes.
    • The service provider MUST be able to submit a valid Deduction at Source Certificate, a Zero tax invoice, and clearing invoice (Maqassa) for applicants from Jerusalem. Otherwise, EJ-YMCA will deduct income tax rate valid for East Jerusalem and submit to Income tax department on behalf of the service provider according to regulations valid in East Jerusalem.
  • Technical part:
    • The service provider must submit a full portfolio of their company, including proof of experience managing and implementing similar training, as well as a clear work plan for implementation.
    • CVs of proposed trainer, with proven track record of similar trainings. The CV should also include references from previous clients with valid contact details.
    • Clear outline, and training materials to implement the training sessions.
    • Detailed workplan based on the provided timeframe of the service.

Important Notes:

  • EJ-YMCA reserves the right to reject all bids, and to decide not to pursue this procurement.
  • EJ-YMCA reserves the right to split the bid.
  • EJ-YMCA is not obliged to procure the lowest priced offer, when the lowest price does not offer the best overall value and all other factors considered.
  • EJ-YMCA has the right to cancel or re-tender this TOR without explaining the reasons.
  • EJ-YMCA reserves the right to interview candidates, request supporting documentation for experience and expertise, and/or request additional information or documentation that could facilitate the selection.
  • Should EJ-YMCA determine interviews are needed, only shortlisted applicants shall be contacted for an interview.
  • In addition to reviewing the financial and technical applications, EJ-YMCA will review the qualifications of the specific individual(s) wishing to fulfill the role.
  • EJ-YMCA may select more than one researcher to complete the full scope of this TOR.
  • All Documents must be submitted signed and stamped.
