Advocacy and Policy Training and Coaching Program

MA’AN in partnership with OXFAM started the implementation of SIDA funded program titled “Developing Equitable Agricultural Production and Market Systems for Resilient Economic Development in the occupied Palestinian Territory”.

The overall objective of this program is to contribute to resilient and equitable agricultural growth from which small scale women and men producers will benefit in the oPt. The specific objective is to increase the wellbeing and income of women and men engaged in small-scale agriculture in vulnerable communities through improved agricultural and market systems in the West Bank, including East Jerusalem, and the Gaza Strip.

The main purpose of the assignment is to design and implement comprehensive advocacy and policy training and coaching program, including digital advocacy, for a number of selected social media activists and community leaders with potential for leadership in their communities’/farmer representative bodies; to enable them to develop and implement participatory and bottom up advocacy, lobbying and campaigning activities and related community initiatives , with the following minimum qualifications :

• Advanced University degree in public policy and advocacy, Journalism, Communications/ Mass Media. First degree with relevant, excellent proven experience may also be considered.
• At least, 7 years of proven professional experience in advocacy
• Substantial experience in the design and delivery of advocacy trainings, particularly digital advocacy
• Experience using and/or organizing media relations, web/mobile/social media, print and public events
• Good knowledge of the context oPt and the Israeli separation policy
• Excellent facilitation and communication skills
• Ability to support the coalition of advocates to be formulated in the pursuit of the coaching program.

• The awarded Consultant of this offer will be required to pay for the cost of this advertisement.
• Offers will be assessed first on their technical merit using the evaluation criteria below. Only technical scores of at least 70 points will qualify for the financial review. The financial offer weight is 30% from the total weight while the technical offer is 70% of the total weight.
• Financial Offer must be in USD excluding VAT (Zero VAT invoice is required).
