Terms of Reference

Title: Seeking an advocacy expert to deliver training sessions 

The Palestinian Working Women’s Society for Development (PWWSD) aims for a free and democratic Palestinian society based on gender equality, respect for human rights, and social justice. PWWSD promotes women's self-empowerment, women’s participation in the struggle against the Israeli occupation, women’s contribution to the development processes, the entitlement of women to political, economic, and civic rights, women’s access to justice and their right to a life free of violence.

The project “Promote prevention, protection, and response to GBV in Bethlehem and East Jerusalem (Area C)” was financed by the Spanish Agency for International Development Cooperation (AECID), and implemented by the Palestinian Working Woman Society for Development (PWWSD) along with Spanish partners MPDL and ALIANZA, and local partner YWCA. The Project aims to prevent and respond to different forms of violence against women, from a transformative approach to gender relations and promoting women’s rights, which will contribute to the realization of the right to a life free from violence for women in OPT.

 

PWWSD is seeking an advocacy expert to deliver training sessions for young activists, potential youth leaders, students, and members of community-based organizations in Bethlehem and East Jerusalem (Area C) on political advocacy for gender equality and women’s rights.

  • Scope of work

The Training will be conducted in Bethlehem and Ramallah for 20 young activists, potential youth leaders, students, and members of community-based organizations. The training's overall purpose is to provide young activists with advocacy tools on women's rights, so that they can energize their communities to transmit the values and principles of gender equity and spread the knowledge, feelings, and values learned in their homes, among other young persons, and within their communities.

Participants will gain practical experience and technical skills in advocacy tools on women's rights to transform social norms and patriarchal structures, communication strategies, gender mainstreaming, and tools, among other issues.

Moreover, participants are expected to design and implement two advocacy initiatives, the content of which will be agreed upon and elaborated by the participants themselves, with the advice of an advocacy expert, who will guide the development of the actions and ensure their final implementation

There will be 2 training programs, 1 in each governorate, and each training program long for three days (15 hours), with a total duration of 6 non-consecutive training days (30 hours). Each training program will cover 10-hour theoretical and 5 hours of practical tools for the construction of advocacy initiatives. So, the trainer is expected to follow up on the design of two advocacy initiatives.

  • Targeted group
  • 20 participants between the ages of 18-25.
  • 10 participants from Bethlehem governorate (Al-Khader, Battir, Al-walajeh, Hosan, Dar salah, Nahhaleen), and 10 participants from East Jerusalem governorate (Al-Ram, Anatta, Jabaa).

Timeline

The trainings are expected to be carried out between March 2024-May 2024

Deliverables

  • Develop and deliver the training Materials and presentation in advance.
  • Pre and post-tests that examine the trainees’ knowledge of the topic covered in the training. The form should include a question that shows who filled out the answers (male/female), and the age of the participant.
  • Pre and post-answer keys
  • The Trainer/consultant should score the exams (both pre and post-test) and include the results in the summary training report that has to be submitted to PWWSD.
  • The Trainer/consultant should submit hard copies of the pre and post-tests, raw data, test answer keys, and test results analysis.
  • The Trainer/consultant should submit the final training report within a week of finishing the training to PWWSD including his/her recommendations regarding the trainees’ plan, suggestions, quotations, and any other general recommendations. The report must be written in English.

Qualificaion

  • High level of expertise in advocacy, human rights and any area mentioned above.
  • Proven previous experience in the field of gender.
  • Excellent Knowledge of international laws and human rights; and how they apply in terms of the Palestinian context.
  • Excellent English writing and reporting skills.
  • Excellent communication, facilitation, and interpersonal skills.

  • The applicant should issue an official invoice exclusive VAT, (the project is VAT exempted), as well as submit the source of the deduction certificate. In the case of individual applicants, income tax will be deducted from the total amount of the contract.
