Introduction
The Women’s Centre for Legal Aid and Counselling (WCLAC) is an independent Palestinian, not-for-profit, non-governmental organization that seeks to develop a democratic Palestinian society based on the principles of gender equality and social justice. Established in Jerusalem in 1991, the organization has special consultative status with the UN Economic and Social Council (ECOSOC). By forging a feminist vision based on equality and social justice, WCLAC plays a prominent role in addressing gender-based violence in Palestinian society in both the public and private spheres.
WCLAC operates in four offices, Ramallah as the main office, Jerusalem, Hebron and Bethlehem. WCAC programs are stemmed from its strategic plan and revolve around three programmatic goals:
WCLAC wishes to contract an external consultant (firm/ team/ individual) to develop an Advocacy Strategy and Advocacy Manual/ Handbook for the Advocacy Unit at WCLAC.
Timeframe
The consultant should be available to start as soon as possible. The assignment is planned to be finalized within 3 months.
Analysis and Evaluation
Bids are subjective to 40% financial evaluation and 60% technical evaluation.

Enhanced protection of women suffering from discrimination and violence in Palestine.
Strengthened women’s right to access to justice and elimination of discriminatory policies against them.
Increased social responsibility of the Palestinian community towards women’s rights and elimination of discrimination against them.
A technical proposal including the timeframe, methodology and tools used to achieve the above-mentioned deliverables.

Curriculum Vitae of the consultants.
