Tender Description

PARC is a national developmental non-governmental organization established 39 – years ago. PARC has extensive experience in linking resilience to development in the context of Palestine in the agricultural sector, economic resilience, economic empowerment, disaster risk reduction, and management with the pioneering introduction of building back better for the infrastructure of the agricultural sector. PARC has also been well known for the pioneering adaptation of the green economy application and to line ICT to agriculture to improve production and farm resilience. With almost four decades of experience in the agricultural sector.

to Conduct in depth analysis for 4 MFIs

PARC is seeking a highly qualified consultancy firm/ Individual to implement a comprehensive, systematic, and integrated analysis of existing Microfinance Financial Institutions (MFIs) and develop financial products/ schemes for MFIs, where PARC with the support from Oxfam will work closely with two MFIs as key interested financing institutions to design/develop financial products/schemes responsive to target groups' needs with two Microfinance institutions (MFIs).

Conduct MFIs services in order to achieve the following objectives:

Mapping and selecting the most potential MFIs among the working MFIs within the Gaza strip. This will be based on clear criteria and processes according to the project scope, targeted groups, capabilities, and inclusive and gender aspects.

Conduct an in-depth analysis of existing financing schemes with the selected four MFIs, the strengths, and weaknesses of the existing model in terms of its operation and cash flow, the overall performance, the quality of the products/schemes portfolio; Saving & lending methodologies as well as a range of interest rate and identifies mandatory documents used by the MFIs under operation.

Design and develop 2 products per MFI (1 for start-ups and 1 for SMEs), 4 products in total, including one for the fresh vegetable value chain.

The developed scheme document will include details on targets, the process of loan applications, eased financing conditions, financing values, level of risk, financing assessment criteria, re-payment procedures of the 75% share of MFIs, and risk mitigation measures through close monitoring and coaching to beneficiaries.

Team Minimum Qualifications

PARC seeks qualified firms/ individuals with proven experience in the field of the sought consultancy and should present a set of qualifications and technical backgrounds that suits the scope of the consultancy. PARC expects the consultant to have a composition of a multi-specialization team to execute to consult. The expected essential qualifications are:

A scientific degree in Finance, Economics, Banking, Business Administration, Development Management, or relevant majors and a master's degree is preferred.

Having At least three years’ experience in developing plans and strategies, business, and organization development.

Having experience or knowledge in microfinance, banking, and understanding of the Gaza strip microfinance situation and context.

Knowledge of the working and business environment in the Gaza Strip.

Excellent writing and speaking skills in Arabic and English.

Ability to develop concrete methodology and timeframe for delivering the required services within the specified duration.

GENERAL INSTRUCTIONS TO TENDER

The submitted offers should be in Euro excluding VAT. The tenderer should be able to issue zero VAT invoices in addition to deduction at source certificate (شهادة خصم مصدر).

The tenderer must comply with the standards and requirements set out in the tender bid.

The submitted offer is binding to the Supplier nor the tender offer may be withdrawn after submission and remains binding by a period of three months starting from the date of the offer.

The tender envelope must be sealed and stamped.

A tender must stamp all bid papers.

The tenderer must submit for the evaluation the following documents in hard and soft copies:

Technical offer with all supporting documents (Proposed methodology, Action plan and time frame, CV ‘s for the staff and the consulting firm profile, previous experience, etc.).

Financial offer, only hard copy.

 

OFFER SUBMISSION DATE

The proposal should be submitted to PARC headquarter in Gaza Strip no later than Thursday 27/04 /2023; 02:00pm. Noting that late applications will not be accepted.

PARC shall not be bound to accept the lowest price or any tender proposal, and reserves the power to accept any part of any tender proposal.
