“Prevention of multiple risks and violations suffered by vulnerable populations and multisectoral response to protection and assistance needs in the face of shocks”

 

  1. Background
  • About Humanity and inclusion

also known as Handicap International, is an international non-governmental organization established under French law and recognized as a public utility organization. HI operates in the Occupied Palestinian Territories and is registered with the Palestinian Ministry of Interior under registration certificate QR-0172-F.

 1.2 Humanity and Inclusion (HI) is seeking proposals from engineering and construction companies to conduct an assessment and provide cost estimates for the renovation, rehabilitation, and insulation of facilities located at the Jenin warehouse operated by Al Jaleel Charity Organization. The project includes the renovation of warehouse shelves, a WC unit, kitchen, and office space.

  1. Description of the required tasks

The project is aiming to Improve the protection of vulnerable populations affected by current, imminent or future humanitarian crises

  1. Scope of Work
  • Warehouse Renovation:
    • Provide recommendations for renovation and insulation measures.
    • Estimate costs for materials and labor.
    • Advise and draw of the warehouse shelves.
  • Kitchen Renovation:
    • Evaluate the existing 10-square-meter kitchen space.
    • Propose improvements and upgrades as necessary.
    • Provide a detailed cost estimate.
  • Office Renovation:
    • Assess the current state of the 30-square-meter office area.
    • Recommend renovations to optimize space and functionality.
    • Estimate costs for renovation work.
  • WC Unit Renovation:
    • Evaluate the current 10-square-meter WC unit.
    • Propose necessary upgrades and improvements.
    • Provide a cost estimate for renovation.

The Engineering company  is mainly responsible for:

  1. Contribute to the evaluation of the offers by construction suppliers and support HI team in the selection of the winning candidate/s
  2. Review the construction proposals including BoQs and technical specifications offered by the construction suppliers, conduct relevant research to ensure that materials and prices are proposed adequately, contribute to the evaluation of received offers, etc.
  3. Monitor the progress of adaptation works, by developing monitoring tools, and making regular daily follow up visits to the adaptation sites; in order to ensure that the works are performed based on the specifications, duly and within the agreed deadlines
  4. Ensure liaison with HI focal points and liaison with the contracted company for conduction of intervention, ensuring that all the needed documents, procedures and authorizations related to the works in object are produced, shared and available;
  5. Ensure liaison with the beneficiary organizations for technical matters at all stages of the design and construction, making sure that they are fully involved in all decisions and that they officially validate any changes;
  6. Submit weekly/monthly progress reports to the Project Manager (PM) detailing the activities and progress of the adaptation works. The reports shall include achieved works, work percentage, changes, recommendations and suggestions and any current or foreseeable issues.
  7. Evaluate the construction modifications implemented by the suppliers, and report to PM.

 

  1. Expected results of the consultancy

In addition to “Scope of Work”, engineer is expected to:

  • Submit progress reports to HI project Manager detailing the daily visits on weekly basis and submit conclusive report by the end of each month
  • Make regular visits to the designated sites, 4 days a week, to ensure that the construction company follows the work plan.
  1. Deliverables

The engineering and construction company will be expected to deliver the following:

  • A comprehensive assessment report for each area (warehouse shelves, kitchen, office, WC unit).
  • Detailed renovation recommendations and specifications.
  • Cost estimates broken down by item (materials, labor, etc.).
  • Timely submission of all deliverables within one month from project initiation.
  1. Expertise required
  • Bachelor degree with proven experience relevant to the field of architecture / civil / Mechanical engineering.
  • Extensive proven knowledge and experience in accessibility standards and related matters.
  • Extensive proven knowledge and experience in drawings and designing
  • Relevant technical expertise and experience on construction projects targeting persons and children with disabilities would be an asset
  • Excellent communication skills
  • Excellent analytical and report writing skills
  • Very good in English (good level of written English) and Arabic.

General notes:

  • Any modification of the adaptation that will result in a deviation from the tender drawings, BoQs or specification will require HI project manager written approval.
  • Any relevant material approval requires a written material approval signed by HI project manager in addition to the engineer signature.
  • All payments and quantities approval require the review of HI project manager in addition to the engineer review.
  • The engineer is not entitled to perform modification of the contractual documents (drawings, BoQ, specifications). All modifications shall be discussed and approved by HI project manager and a written communication shall be prepared.
  1. Indicative schedule

Providing services will start on 05th of September  2024

Location: Jenin – Al Jaleel Charity community Organization.

  1. Indicative amount/budget
  • All operational costs: Transportation, insurances, IT materials…..etc will be under the Engineer cost; this point to be taken while submitting the service Fees
  • HI payments will be based on submission of required reports, working sheet and financial claim
  • HI payments will be paid based on installments and achièvements progress
  1. Applications procedures

Interested engineering firms are invited to submit their technical and financial proposals, including a detailed methodology, proposed work plan, team composition, CVs of key personnel, and budget breakdown.
