Assessment for Strengthening Women's Role in Decision-Making Positions in Agricultural Councils, Especially Olive and Dairy Councils.
Background & Introduction:
The Palestinian Farmers’ Union (PFU) in partnership with OXFAM, are implementing a project titled “Power of Voices Partnership” funded by the Dutch Ministry of Foreign Affairs which aims to increase the accountability of government, responsiveness, fairness, through implementing better mechanisms related to agriculture policies that will achieve farmer aspirations and rights. Through the PVP project, we seek to contribute to achieving sustainability for Palestinian farmers and increase farmers’ awareness of their rights and their right to follow up and track the government’s failures in practicing agricultural policies that will have positive repercussions in the long run.
There are three inter-related outcomes that will be targeted: (1) Strengthened Civil Society (CS) collects evidence of rights abuses/support communities, (2) Strengthened CS has the capacity to improve (inter)national norms, (3) Strengthened CS mobilized the public to influence governments.
CONTEXT AND BACKGROUND
Palestinian women face a multitude of external and internal obstacles that impinge on their ability to fulfill their human rights to access, own, and control land and other productive resources. According to the OECD (2019) global report, Palestinian women face a high level of restricted access to productive and financial resources.
Women’s equal participation and leadership in decision-making processes at every level and in every sector are fundamental to attempts to eliminate gender-based poverty. Women’s presence in significant numbers of elected bodies and in economic institutions can result in more equitable policy outcomes because it is likely to encourage policymakers to give more attention to issues affecting women, such as equal pay, better conditions of employment, childcare, violence against women, and unpaid labor.
Palestinian women have long played a significant role in the agriculture sector, but their voices have not always been heard by relevant decision makers. Therefore, to strengthen women’s role in decision making positions, PFU will conduct an assessment that aims to highlight women’s connection to the land as farmers – working side by side with men – and how to Strengthen women's role in decision-making positions in agricultural councils, especially olive and dairy councils.
PURPOSE OF THE CONSULTANCY
PFU is seeking a consultant/company who will be responsible for:
- Developing an assessment that will provide in-depth analysis on Women current status in decision-making positions in agricultural councils ( olive and dairy councils).
- Developing strategies for boosting the representation of women in agricultural councils, with an emphasis on the olive and dairy councils.
The assessment also serves as a base for future awareness, advocacy, and lobbying interventions needed to promote women’s economic rights as well as gender equality.
