Background

QADER for Community Development is a non-profit organization based in Bethlehem and operating in Palestine since 2008. QADER focuses on the empowerment and inclusion of persons with disabilities through influencing public policies, developing capacities of relevant stakeholders, promoting public awareness and inclusive community practices, and promoting economic empowerment of Persons with Disabilities.

QADER is implementing a project entitled “Strengthening local capacities in Community Based Inclusive Development in Hebron Governorate” funded by the Christian Blind Mission (CBM). The project aims to contribute to enhanced social, economic, and political participation and inclusion of Persons with Disabilities in local development processes in the southern West Bank, through achieving the following key results: 1) Inclusive youth accountability teams (IYAT) advocate for enhancing the role and commitment of duty bearers towards the rights and needs of Persons with Disabilities, 2) Improved evidence-based processes of inclusive local development planning in the project locations to address needs and priorities of Persons with Disabilities, and 3) Strengthened capacities and role of CBOs and OPDs to enhance participation and inclusion of persons with disabilities in local communities.

The project will be implemented in Al-Shyoukh, Beit Ummar, Beit Ula, Samou’ and Dahreya in Hebron Governorate.

 

Purpose of the assignment

The main purpose of this assignment is to conduct a baseline study to provide evidence-based data on the participation of Persons with Disabilities in community activities (recreational, advocacy, …etc.) in the project targeted communities (Al-Shyoukh, Beit Ummar, Beit Ula, Samou’ and Dahreya in Hebron Governorate), in addition to assessing the following:

  • Participation of persons with disabilities and their families in local development planning processes.
  • The role and mandate of active Community Based Organizations (CBOs) in the targeted communities, their services and whether they mainstream Persons with Disabilities in their services and programs.
  • Active Organizations / groups of Persons with Disabilities (OPDs) in the targeted communities, and their role and mandate.The level of accessibility of public facilities in the targeted communities in terms of physical and information accessibility and whether persons with disabilities can access them.

Scope of work

Under this assignment: The consultant will be responsible for the following tasks:

    1. Conduct meetings with QADER staff to ensure a common understanding of the expected results of the study.
    2. Conduct a desk review of the project key documents, in addition to relevant literature about the status, rights and needs of persons with disabilities in Palestine and in the targeted areas in specific, with special focus on the participation and inclusion of Persons with Disabilities in local development processes, and their participation in community activities (recreational, advocacy, …etc.).
    3. Develop and submit the plan and tools for the primary data collection (qualitative methods).
    4. Ensure the collection of primary information from different stakeholders such as municipalities, persons with disabilities and their families, CBOs and OPDs in the targeted communities through:
      • Interviews with local authorities, relevant CBOs and OPDs in the targeted communities;
      • Focus group discussions with persons with disabilities and their families (one in each targeted community).
    5. Ensure the participation and consultation of Persons with Disabilities and other key stakeholders to the maximum possible.
    6. Submit a draft of the study to QADER staff for review. The assessment to include purpose, data collection methodology, tools, analysis, findings, baseline indicators.
    7. Submit the final baseline assessment study in Arabic, with annexes when needed.

Deliverables

  • Work plan of implementation and Information gathering tools
  • Final baseline assessment study (in Arabic) – approved by QADER
  • Summary of the report |of Max 5 pages in Arabic

 

Level of effort

The consultant is expected to complete this assignment in maximum (17) working days

 

Consultant’s profile:

  • Experience in areas related to community development, local development planning, and disability inclusion. 
  • Proven experience in designing and evaluating interventions addressing persons with disabilities.
  • Strong profile in designing and conducting assessment studies, baseline studies, and evaluations.
  • Strong analytical, facilitation and communication skills.
  • Excellent people skills and ability to deal with people of different cultural backgrounds.
