War Child Holland (WCH) is an independent and impartial, international, and non-governmental organization that has been working in the occupied Palestinian territories (oPt) since 2004.  WCH invests to secure a better future for children affected by armed conflict. The organization supports all children, regardless of their religion, race, social status, or gender. The basic premise of our work is the United Nations Convention on the Rights of the Child, and our primary role is providing protection and psychosocial support for children and training youth leaders on the concepts of development and child protection. 

War Child is seeking to hire a consultant/ company to conduct the baseline study of the five years project titled "Palestinian Women and Girls Lead and Engage on Women Peace and Security in occupied Palestinian territory (oPt)". 

Baseline study objectives

The baseline study fulfils four complementary functions:

• Provide a formative assessment of the programme logic that was made during preparation stage, assuring the validity of ToC and logical framework (examine the causal sequence) and programmatic choices are still valid. 
• Validate the evaluability of the intervention through an advanced examination of the relevance, reliability, and usefulness of the indicators proposed in the results framework matrix.
• Provide the required baseline information through measuring the value for defined indicators in the Results Framework Matrix at the outcome and output levels where relevant within the corresponding target populations.  
• Provide recommendations for any further changes/amendments needed on the results framework Matrix (objectives, indicators and assumptions, data collection tools and methodologies) and the programmatic approaches.
