SUMMARY

1.1. Basic information  
 
Project Name: “Equal rooting”: Greater gender equality in Palestine " 
Location: Palestine – Gaza Strip and West Bank
Project Funded by: The Swedish International Development Cooperation Agency - SIDA
Entity Responsible for Execution: Alianza por la Solidaridad (Alianza)
Implementing Partners: Culture and Free Thought Association (CFTA), Palestinian Family Planning and Protection Association (PFPPA), Palestinian Information Technologies Association (PITA), Women´s Affairs Technical Committee (WATC)
Duration: It is expected that the selected consultant will provide all the needed support in a span of 2 months.
Consultancy will be finalized upon approval of all deliverables. 
 
1.2. Objectives (purpose of the baseline)
 
The general objective of this consultancy is preparing the baseline of the project " Equal rooting”: Greater gender equality in Palestine " – funded by SIDA in order to make possible to obtain the basic references for project evaluability and thus contribute to better evidence-based decision making. 
 
The specific objectives of this consultancy are as follows:

OE 1 - Validate the framework of objectives, results, indicators and means of verification, and to raise and validate information on the initial situation from which the intervention starts and which is intended to change, measuring initial values of the proposed indicators. It will reflect the basis for measuring the achievement of the development objectives.

OE 2 – Develop and agree together with all stakeholders involved a participatory methodology to monitor and measure the progress of the project, establishing sources of verification, monitoring tools, feasible periodicity, and appropriate number of samples to be collected during implementation, to allow the organization responsible for project implementation to establish an adequate monitoring and evaluation system to measure the project's achievements. Which in turn will allow pre-post comparison to identify and explain the effects of the project in addressed dimensions and variables, which the evaluations (intermediate and final) of the project.

OE3 - Categorize the type of marginalized / vulnerable groups targeted by the project and to develop and agree together with all partners involved how to count the beneficiaries within these categories, ensuring the principle of non-discrimination and do no harm.

OE4 - Disseminate findings obtained, validate the monitoring tools designed and train project partners in the use of the monitoring tools.

 

BACKGROUND OF THE INTERVENTION 

 
2.1. Brief Information on the Project
 
Equal rooting”: Greater gender equality in Palestine is a three-years programme intends to contribute to foster gender equality in the oPt through a comprehensive program based in three results:
Outcome 1: Increased access to specialized, survivor-centered services, especially Sexual and Reproductive Health and GBV multisectoral protection services
A wide range of multi-sectorial services will be provided to vulnerable women, with a special focus on GBV survivors, including sexual and reproductive health services, psychosocial support, legal counselling and referral services, like emergency sheltering, not covered by the project. Service users will be offered the possibility to join (throughout result 2) several activities aiming at fostering economic autonomy of women.
Outcome 2: Promoted actions for women's economic autonomy and women´s economic rights.
Women taking part in these activities will be provided with capacity building, trainings and skills for better livelihoods opportunities, including stages at the private sector and the possibility of creating and making real their own business ideas, with couching and counselling. Again, women taking part in these activities will be invited to join advocacy and awareness raising activities aiming at strengthening womens´ agency and participation in public life. 
Outcome 3: Strengthened the capacities of women to exercise their active citizenship by reinforcing their role as advocacy agents in the promotion of their rights.
This result aims at strengthening women’s´ agency as advocates for their own rights and, as a result, foster their active citizenship, participation in CBOs, reinforcing women as key role players in the public arena contributing to change patriarchal norms and prejudicial gender perceptions.
Overall, the project will jointly agree on a set of vulnerability criteria among its partners and their CBOs engaged in order to reach the most vulnerable women and girls in the targeted communities across oPt. In order to do so, an intersectional feminist rights-based approach will be used, alongside with a nexus lens, as neither stand-alone developmental approaches nor humanitarian ones would be appropriate in oPt in tackling the issues this project seeks to address.

Deliverables

The consultant must deliver the following products: 

A work plan that includes technical planning, methodology to be developed, tools and chronogram.

Set of indicators (baseline + target) that provide, at a minimum, value of the starting point and target for measuring all indicators mark on the project’s framework as: value to be determined in the baseline study.

Validated framework of objectives and results – indicators and targets.

Sources of verification: questionnaires, databases, interview transcripts and raw documents extracted during fieldwork.

A Baseline Report (full document and summary document) in English containing at least the following information:

Show evidence that characterize the Municipality chosen and the role of women and youth in CSOs at the beginning of the intervention.

Analyse the dynamics of the context and, in a special way, those external factors that would affect the achievement of the results of the project in its subsequent follow-up.

Redefine the standards associated with each of the indicators that it is proposed to achieve with the intervention.

Determine the starting situation of the indicators of results and impact of the project, raising its first value through techniques of social research.

Design the tool for measuring and monitoring the development of indicators of the Baseline.

To constitute an input for a possible reformulation of the indicators project in accordance with the data collected.

To ensure a deep understanding of the actual gaps, challenges, and strengths in the current service delivery and complains mechanisms run by the Municipality, including also other accountability and participatory actions. The study will look at the Human Resources capacities inside the Municipality, the systems and procedures in place, and the citizen´s engagement and use of the current existing tools.

IMPORTANT: All documents should be provided in English and Arabic.
 

CONSULTANT REQUIREMENTS

The evaluation team shall comply with the following requirements:

Minimum of 5 years of experience in coordinating and administering statistical studies, including baseline/endline, gender-sensitive, data collection and entry, data management and storage, preferably for international non-profit organizations or multilateral agencies;

Demonstrated experience in the development and implementation of baseline studies in the development sector for municipalities, CSOs, and gender justice projects;

Previous experience in executing baseline studies related to municipalities is preferred;

Demonstrated experience in quantitative and qualitative data analysis;

Knowledge of and experience in gender equality issues are highly preferred;

Fluency in English and Arabic (spoken and written) is a requirement;

Ability to produce high quality work under tight timeframes.

 

Application Submission and Deadline 

The individual/consulting team must submit a technical and financial offer (maximum of 10 pages) including the following:  

Methodology and work schedule.

  • Objectives of the Baseline.
  • Scope (temporary, etc.).
  • Typology and quantification of the estimated beneficiary population.
  • Objectives, results and indicators formulated.
  • Methodology to be used. The realization of the Baseline must take into account for its design and execution the following methodological considerations:
    • Define the scope in order to elaborate a consistent matrix between the logical framework and the Project Baseline, which allows to corroborate the data obtained in the diagnosis.
    • Identify the different sources of information, both primary and secondary, that allow the development of instruments and participatory methods for their collection, as well as triangulate the information to provide greater rigor in the collection of information.

  • Workplan.

CV of the individual/ consulting team.

Past experiences in evaluation of projects and in the realization of baselines.

Detailed budget of the offer (the budget must be presented in a table format with an indication of the following: fees, travel expenses, evaluation expenses and others, with the breakdown of the price per unit and the number of units).
