Background

The Palestine Information and Communication Technology Incubator (PICTI) is implementing the ‘From Innovation to Creation’ project, Funded by the European Union in collaboration with PICTI and SPARK.

The specific objective of the project is to unlock the potential of ICT-related innovators, entrepreneurs and start-ups in West Bank and Gaza Strip, by contributing to the growth and development of ICT across the various Palestinian sectors. Within the framework of the project; PICTI will be launching “From Innovation to Creation” Start -up Competition targeting start-ups working in the fields of: Digital Tech, Green Tech, and Social Entrepreneurship.

 

About the competition:

60 entrepreneurs will have the opportunity to participate in the Hackathon week, and present their start-up idea in front of a jury panel. The hackathon will bring together innovators, entrepreneurs and start-ups under one roof and allow participants to receive valuable feedback and networking opportunities. The event will culminate with the selection of 9 winning start-ups in 3 main categories “Digital Tech, Green Tech, and Social Entrepreneurship”. 

The 9 winning startups will enter a 6-month incubation program to turn their business ideas into actual business startups. This program will allow them to connect and network with decision-makers and investors in their specific sectors, receive a full branding package and to promote their businesses online. In addition to receiving seed funding to help lunch their businesses.

Under the framework of this project, PICTI is looking to hire a Branding and Social Media Agency to perform the below-mentioned activities. Please provide us with a price offer according to the below table:

First Activity:

Announcement Coverage for the “From Innovation to Creation” Start-up Competition

Target Audience: Palestinian entrepreneurs, from the WB & GS, with businesses and startups in the Information and Communication Technology Sector

The Media Agency shall be responsible for the following:

  1. Record a graphic motion video for social media. (Including Promotion)
  2. Publish social media post and paid campaign. (2 Posts)

Second Activity:

Full Media Coverage for the Hackathon

Target Audience: All interested investors, entrepreneurs and start-ups, who might be interested in participating or attending the Hackathon.

The Media Agency shall be responsible for the following:

  1. Create a 1-minute event promo video.
  2. Publish pre and post press releases. (Newspaper, social media platforms). (2 Posts)
  3. Launch all prepared content on PICTI’s Facebook page including posting pictures.
  4. Create visual campaign brand elements (agenda and invitation).
  5. Design and print a banner.
  6. Prepare a full media coverage report after finishing the event.

Note: The service provider must acknowledge that some changes may occur in the action plan according to the progress of tasks.

 

Guidelines and Selection Criteria:

In undertaking this assignment, the service provider should consider submitting:

  • Technical proposal (70%) covering the following items:
  1. Branding and Social Media Agency’s profile. (20%)
  2. CVs and portfolio of the people involved in the assignment. (20%)
  3. Previous relevant experience in media campaigns and communication. This must be supported with samples of previous similar work. (20%)
  4. PITA Member (10%)

Note: The company must provide a copy of its registration certificate and a valid deduction at source certificate.

  • Financial proposal (30%). The price quotation for the training delivery should be in USD.

 

Please note that the price quotation should be submitted in:

  1. English language.
  2. The Price must be in USD INCLUDING VAT – and PICTI is not responsible for any currency differences.
  3. The price offer must be valid for a period of 6 months.
  4. The company bears all responsibility in the case that it submits a price offer and is unable to provide a valid source of deduction or any official certificates that require the payment process.
  5. PICTI has the right to withdraw or cancel the solicitation, without incurring any costs and without any justifications.
  6. The supplier to whom the quotation is awarded bears all responsibility in the case that they submit a quotation and is unable to issue invoices or bring a valid source of deduction or clearance from the Added Tax Department or any of the reinforcements necessary for the payment.
  7. The payment with the selected agency will be made after signing the contract, completing the required service by submitting the work completion report, and providing the financial payment request. If the service provider is an individual, 10% of the total amount will be deducted as income tax to be submitted to the Ministry of Finance.
  8. PICTI reserves the right to reject any offer without stating the reasons and to solicit offers from abroad in the case of rejection of the submitted offers and in case of violation and non-compliance with the required specifications.
  9. The amount due to the supplier shall be paid by Checks or bank transfer from the bank account of the project, after submitting the necessary.
  10. PICTI is not obligated to the lowest prices without giving reasons, and it is also entitled to split or cancel without giving reasons, Therefore, the offers will be evaluated from a technical and financial point.
  11. The company must provide a copy of its registration certificate and a valid deduction at source certificate.
  12. Any clause or any of the general conditions relating to PICTI that have been inadvertently omitted and is not mentioned within these Terms of Reference, is subject to PICTI internal standard procedures or the Palestinian Procurement and Supplies Law or any financial procedures related to that.
  13. Please stamp and sign all pages of the quotation.

Please take into consideration that the budget is highly limited, therefore provide us with the lowest price offers as possible.

 

Application Submission and Deadline

Interested agencies are encouraged to submit their price offers in formal email to: [email protected] no later than Tuesday, Jan 10th, 2023 at 3:00 pm.

The offeror shall mark the email letter as follows:

Subject of the message should include: “Branding and Social Media Agency TOR”.

Body of the message should include: Name of the offeror/service provider.

Archive files should be marked as: Technical Proposal and Financial Proposal.
