Branding Expert

"Enhance the designing skills provision services through activating the creative hub in the West Bank”

1.0 Background:

The Small Enterprise Center (SEC) Association is a Palestinian non-profit organization that started in 2002 as a project within the framework of GIZ Private Sector Development Project. In 2008, and officially registered as an independent non-profit organization governed by the Palestinian Law of Charitable Associations and Community Organizations No.1 for the year 2000. SEC began with an office in Ramallah and has grown to be a leading national organization serving Palestinian Micro, Small and Medium Enterprises (MSME) and social enterprises (including cooperatives).

Through a strategic partnership with the Swedish International Development Cooperation Agency (Sida), Global Communities (GC) is implementing the Supporting MSMEs Competitiveness and Growth in Palestine (SMCGP) program. The 44-month program aims to improve the conditions necessary for increased competitiveness and growth of MSMEs, contributing to inclusive sustainable economic development, including better income generation and productive employment with decent working conditions, particularly for women and youth. The SMCGP adopts the Market Systems Development (MSD) approach by employing facilitative approaches with learning at its core. SMCGP will target the creative industries sector which comprises three sectors including Furniture, Footwear and Leather, and Handicrafts.

Within the framework of the sub-agreement signed between the Global Communities and the Small Enterprise Center (SEC) to Supporting MSMEs Competitiveness and Growth in Palestine Programme funded by the Swedish International Development Cooperation Agency (Sida), SEC is looking forward to hire  a Branding Expert to support in performing  all required  branding assessment  activities, enhance Techno Park Creative Hum’s brand identity or reputation, outreach, and develop and execute brand strategies and activities develop needed reports in Both Arabic and English Languages.  (https://technopark.ps). 

SEC invites qualified Palestinian individual experts to submit technical and financial proposals .

2.0 Questions and Requests for Clarifications

For inquiries related to the technical or administrative requirements outlined in this ToRs document, please submit your questions via email to [email protected] by Sunday, 19th of May 2024 (Ramallah Local Time). Queries must be in written form; phone inquiries will not be entertained. Questions, requests for clarifications, and their corresponding responses deemed relevant by SEC for other bidders will be shared with all ToRs recipients expressing interest in bidding.

Official responses provided in writing by SEC will be the sole authoritative information considered during the ToRs process and subsequent evaluation. Any informal information received verbally from SEC staff or other sources should not be regarded as an official reply to queries concerning this ToRs document.

2.0 Objectives of the assignment:

Small Enterprise  Center ( SEC) and partners are  seeking technical and financial orders from qualified experts to to provide outreach, public relation, and branding services to demonstrate the activities that are planned to be implemented through techno park. The specialist main goal will be to present the work done at the Creative Hub.

The specific objectives of the TORs are:

  • To develop plan to assess the Techno Park’s Palestine current branding situation
  • Enhance the visibility of the Techno park and its role
  • Develop and execute brand strategies and activities
  • Empower Techno Park brand identity

 

3.0 Expert’s Scope of Work and key responsibilities:

During the intervention period, the branding specialist will collaborate closely with SEC staff, the (GC), and the Techno Park Team. The specialist will need to rejuvenate the Creative Hub's brand identity and operational strategy in alignment with the objectives. The plan must be time-sensitive and outline attainable goals within specified timeframes.

The hired specialist work should include the following:

  • Conduct an initial assessment of the current branding status and needs of the Techno Park Creative Hub
  • Identify and develop profile OF the mains services provided by the Hub
  • Develop a comprehensive branding strategy tailored to the specific goals and target audience of the Hub.
  • Provide guidance on implementing the branding strategy across various channels, including digital platforms, print media, and events.
  • Devising a promotional plan to demonstrate the interventions and activities throughout the implementation. The plan should include but not limited to:
    • The marketing tools that should be used
    • The marketing/promotional messages that should be communicated
    • The marketing content that should be used
    • Specify the targeted audience
    • The general design of all the marketing campaign
    • General calendar which needs to be followed by the PR/marketing department at techno park in the future
    • Capacity building recommendations.

After devising the plan, the expert will be responsible for:

  • Implementing/supervising the implementation of each activity in the promotional plan
  • Create the needed TORs for all the services that will be needed by Third party companies if needed
  • Produce all the marketing/promotional content that will be used in the marketing campaign
  • Ensure the involvement of the PR/marketing department in the techno park.

4.0 Main Deliverables

The expert will submit the following deliverables in English Language (end products):

 

  • Inception report (including methodology and work plan)
  • Assessment report
  • Profile of the mains services
  • Branding strategy document
  • Marketing content creation
  • Implementation of the promotional plan
  • Final report.
  •  

4.0 Qualifications and Work Experience of the Expert

  • Proven experience in branding and promotional activities especially on social media with experience to reach out to international markets.
  • Experience in conducting field research and sector assessment. Previous work with academic institutions is a plus.
  • Capacity of in-house production of materials (printings, videos, website design…etc.) is a plus

5.0 Duration of Appointment:

The expected level of effort of the expert is around 7 working days, within   3 weeks period of performance for implementing activities from signing the contract.

6.0 Logistic Support for the Consultant

 SEC and Techno Park will provide information, document, hall for meeting and online meeting software or emergency cases.
